Position Summary
Directs the activities of an administrative support staff by interviewing applicants, hiring, terminating incumbents, assigning and reviewing work, training, and evaluating the performance of incumbents. Prepares and manages budgets to meet the fiscal goals for capital, performs financial and staffing analysis, and coordinates reconciliation of accounts and budget reporting requirements. Oversees purchasing and human resources functions. Participates in the establishment of overall administrative and operating standards for department to include setting goals and objectives and directing workflow procedures. Identifies, coordinates, and implements numerous projects/programs to improve the quality and cost-effectiveness of operations and service. Identifies service and operational problems and issues and provides project management support, to identify, research, develop, and implement solutions, and provides support and advice to management. Performs other duties as assigned.
This position requires on-site employment with no remote or hybrid options available.
Preferred Qualification
5 years of experience working with assets and inventory.
5 years of experience managing a fleet for a medium size to large agency.
2 years of experience working with assets in AASIS.
2 years of experience working with SAVA.
Job Responsibilities and Expected Results
Ensures that Federal Reporting is accurate and submitted timely.
Monitors Federal Grant expenditures and completes monthly reporting.
Ensures that staff understand standards and procedures to guide the administration of cash and budget/reporting units and provides training as needed.
Monitors expenditures to verify that spending is in accordance with program requirements.
Implements and maintains accounting best practices to ensure the financial good standing of the organization.
Providing financial analysis and strategic input to facilitate high-level decision-making by management.
Communicates complex cost accounting concepts to management and staff.
Maintains solid relationships between the Cash and Budget/Reporting Units and division assistant directors.
Reports and explains cost allocations and budget decisions to internal and external stakeholders.
Responsible for hiring, training and any personnel actions for subordinate staff.
Key Business Processes/Duties
This position will oversee the fleet for the divisions of Workforce Connections, Workforce Policy and Innovation and Reemployment.
They will enter monthly reports in SAVA.
This position will oversee all assets for the divisions and complete routine audits to ensure that assets are in compliance with state and federal reporting.
Supervise a small staff to carry out the inventory for the various programs.
Other duties as assigned.

Summary

Minimum Qualifications
The formal education equivalent of a bachelor's degree in business administration, public administration, or a related area; plus five years of experience in human resources, budgeting, or a related field, including two years in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
