Responsibilities For the position of Vice Director for Programs responsibilities may include management of highly classified programs for the White House, Secretary of Defense, and DoD CIO, in addition to management of the 4th Estate Network Optimization (4ENO) IT reform initiative. The Vice Director for Programs Executive will work closely and coordinate with the Director, DISA, and the Director, J6, to ensure a successful and error-free execution highly classified and general commodity IT programs; and ensure their sustainment and lifecycle evolvement. Major Duties: Major duties and responsibilities include, but are not limited to: a. Serves as the primary executive dealing with the planning, development, modification, and/or evolution, of commodity IT programs. b. As the single service provider of commodity IT for the 4th Estate, and single service provider for special access and highly classified commodity IT, the incumbent will receive broad guidance from the Director, J6, for establishing goals, priorities, and measures of effectiveness to ensure that IT reform activities and objectives are achieved and programs/projects are delivered on-time. c. Works closely with the National Leadership Command Capabilities (NLCC) stakeholders internal and external to the agency to provide executive lifecycle management of enterprise capabilities in support of the President and Cabinet-level Senior leaders. d. In collaboration with the DISA Deputy Director; Chief Technology Officer; Component Acquisition Executive; Director, J6; and the Risk Management Executive, serves as a key senior leader in identifying, evaluating, prioritizing, and supervising the development of data processing systems and enterprise, net-centric service initiatives; and deliver effective Information Technology capabilities and services to the J6 which will enable Mission Partners and warfighters to meet their functional, strategic, and operational goals. Requirements Conditions of Employment Qualifications To meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs), Technical Qualifications and other qualifications, if applicable, listed below. EXECUTIVE CORE QUALIFICATIONS (ECQs): Applicants must submit written statements (narrative format ) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Please limit your written statements to 2 pages per ECQ (maximum 10 pages for all ECQs) ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide a workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant. MANDATORY TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements up to 2 pages per technical qualification (maximum 6 pages for all MTQs). MTQ 1 - Expertise in the concepts, principles, and practices across a broad spectrum of information disciplines to identify integration issues that have a direct impact on a wide range of operations performed by the agency, to include in-depth knowledge of enterprise-class service delivery, Information Technology Infrastructure Library (ITIL) processes, enterprise help desk support, enterprise architecture development and implementation. MTQ 2 -Experience leading the development of technical, programmatic, and strategic planning that will enable programs or mission spaces to achieve integrated and secure capability solutions that extend across strategic and high-level enterprise operating levels. MTQ 3 -Documented program management experience, skills, and/or demonstrated ability in classified programs which deliver information technology support services to high level entities for the federal government. DoD Joint Enterprise-wide Experience: Possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. Education There is no substitution of education for experience for this position. Current and Former Career SES members, and graduates of SES CDP programs with OPM Certified ECQ's need to only address the technical qualifications (and need not respond to the Executive Core Qualifications (ECQs)). Graduates of an approved SES Candidate Development Program must include a copy of their OPM certification of eligibility. Telework availability will be based upon the mission requirements and supervisory determination. The incumbent must be eligible to obtain and maintain, at minimum, a Top Secret/SCI security clearance. This position may require pre-employment and periodic counter-intelligence polygraph exams. The position is a Drug Testing Designated Position. This is an Acquisition Workforce Key Leadership Position (KLP). In accordance with DoD Instruction 5000.66, Defense Acquisition Workforce Education, Training, Experience, and Career Development Program, the incumbent must possess Acquisition certification in the Program Management Functional Area at the Advanced Functional Tier and meet all other KLP requirements prior to entering this position. The incumbent must possess 10 years of acquisition experience in an acquisition workforce position, 4 of those years serving in a Critical Acquisition Position (CAP). Upon entry into this position the incumbent must complete and sign DD Form 2889, Critical Acquisition Position Service Agreement Key Leadership Position (KLP). The DD Form 2889 is a written agreement to remain in federal service in the position for at least three years. In signing such agreement, you do not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment. Any deviation from KLP requirements can only be waived by the Component Acquisition Executive. You must also achieve 80 hours of Continuous Learning Points (CLPs) every two years in accordance with the 4th Estate Director for Acquisition Career Management (DACM) Common Continuous Learning Cycle (unless prorated) from the time they are appointed to an Acquisition Workforce position, both while working toward and after obtaining the required certification. You are required to comply with the provision of the Ethics in Government Act, Public Law 95-521, as amended, which requires the submission of a Financial Disclosure Statement, OGE 278, upon assuming the position, annually, and upon termination of employment. All newly appointed career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES. Occasional Travel Required. Permanent Change of Station Costs (PCS) may be paid. The Tax Cuts and Jobs Act of 2017 makes certain reimbursements/payments taxable.
