Raytheon is seeking a Material Program Manager to support the Mission Solutions & Payloads portfolio in the Air & Space Defense Systems strategic business unit. This position is responsible for the coordination and execution of all material strategies and plans in support of program execution. The Material Program Manager (MPM) is a strong leader with demonstrated project management skills and will be directly accountable for ensuring overall supplier performance.
The candidate must be a self-starter, capable of achieving organizational and program objectives, and must be able to successfully interface with all levels of internal management, including supplier management. Additionally, this position requires an individual who will be able to exert influence and have an effect on the overall objectives and long-range goals of the program and the program IPT team. The ideal candidate will ensure cohesive alignment with supply chain and enterprise objectives. Additionally, they will serve as the liaison between the Program Manager, Integrated Product Teams (IPTs), other functional stakeholders, and the Supply Chain organization. Responsibilities will span from the front end of the business supply chain activities through contract closure.
NOTE: This position is contingent upon contract award. Employment in this role will only be extended if the program is awarded to the Mission Solutions & Payloads portfolio.
What You Will Do
+ Create, manage and execute material program strategy (MPS) and the material program plan (MPP).
+ Advise the Supply Chain Management Lead as well as the Program Management Office on material strategies, plans and supplier risk mitigation activities.
+ Provide Supply Chain support for Gates 0-11 activities and ensure IPDP compliance for the programs and tailoring when applicable.
+ Take ownership of the supplier management process including supplier performance, Supply Chain metrics, international issues, Make/Buy Where strategy, strategic agreements, and communication of customer flow through requirements such as FAR/DFARS, ITAR, offset, public law, quality, warranty, etc.
+ Support supply chain proposal activities including pricing and bases of estimates that support price-to-win (PTW) targets.
+ Develop and execute risk/opportunity plans to meet program objectives.
+ Identify and develop opportunities for small business participation.
+ Work closely with Engineering, Mission Assurance, and Operations to create a common schedule based on Material Requirements Planning (MRP).
+ Monitor and proactively act to address performance and financial metrics including those related to cost, schedule, quality and EVM.
+ Be responsible for financial tasks related to material including tracking budgets, targets, initiating & maintaining accurate sales forecasts, short-range outlooks (SRO), material EACs, sales and operating plans and Annual Operating Plans (AOP); establish material sales forecasts.
+ Support the development and execution of risk/opportunity plans to meet program objectives.
+ Monitor performance metrics and proactively act to address program and functional issues.
+ Flow down program requirements and supplier management best practices to suppliers which include risk mitigation and subcontract management plans.
+ Domestic travel is required.
+ Balance strategic thinking with tactical application of strategies to programs.
Qualifications You Must Have
+ Minimum of 8 years of experience in supply chain, finance, operations, project management, and/or program management role.
+ The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
+ Typically requires a university degree or equivalent experience and minimum 8 years prior relevant experience, or an advanced degree in a related field and a minimum of 5 years experience.
Qualifications We Prefer
+ Supply chain experience in the Aerospace or Defense industry.
+ Experience with government regulations (ie FAR/DFAR, ITAR/EAR, TINA, etc).
+ Experience with program start up in a development environment.
+ Earned Value Management (EVM) certification or equivalent.
+ Experience working as a Cost Account Manager.

The salary range for this role is 112,000 USD - 224,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
