    Overview

     

    The **Business Services Directorate (BSD)** delivers essential financial, contractual, and project management capabilities to Pacific Northwest National Laboratory (PNNL) that are required as part of our management and operations contract to operate PNNL on behalf of the Department of Energy (DOE).

     

    Our BSD purpose in delivering these capabilities is to provide efficient, effective, and compliant business services in order to increase the scientific impact of PNNL.

    Responsibilities

    The **Contracting Professional** position is high impact business support position negotiating and administrating contract mechanisms from cradle to grave with non-federal partners, such as commercial entities, universities, and other governmental agencies. Competent in basic area of expertise in strategy development, leading bid-no-bid decisions, client relationship management, proposal development, leading contract negotiations, and monitoring contract compliance technical, financial, and contractual performance, interpretation of government legal and corporate requirements. Must be able to apply the framework of PNNL’s policies and procedures, DOE Orders/Directives and PNNL’s DOE financial system requirements in support of Cooperative Research and Development Agreements (CRADA), Strategic Partnership Projects (SPP), and Agreements for Commercializing Technology (ACT).

    Sales responsibilities include:

    + Strategy development

    + Leading proposal response decisions

    + Leading Risk assessment meetings with Technical management

    + Client relationship management, leading contract negotiations

    + Proposal development, and monitoring contract compliance technical, financial, and contractual performance

    + Plans, develops and participates in training of contractual requirements

    + Briefs company management on contracting activities

    + Responsible for providing discipline specific sales contract expertise

    + Interpretation of government legal, and corporate requirements

    + Administering contracts, including terminations and closeout activities

    Qualifications

    Minimum Qualifications:

    + BS/BA and 5 years of relevant experience -OR-

    + MS/MA or higher and 3 years of relevant experience

    Preferred Qualifications:

    + Possess critical thinking skills

    + Able to effectively communicate with contracts and project staff, DOE, Accounts Receivable, sponsors, etc.

    + Familiar with business systems, (e.g., PCIS, EPR, WALS, Web Reports, PMR/Insight) is preferred

    + Working knowledge of business/contract negotiations, and regulatory compliance for national labs preferred

    + Demonstration of working knowledge of government contracting mechanisms for supporting research & development and tech transfer (e.g. SPP or CRADA).

    + Familiarity with federal interagency funding mechanisms

    + Responding to / proposing to federal NOFOs/FOAs (Notice of Funding Opportunity/Funding Opportunity Announcement) or grants

    Security, Credentialing, and Eligibility Requirements

     

    In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

    For foreign national candidates:

    If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO)risk determination to maintain employment. Once you meet the three-year residency requirement, you will be required to obtain a PIV credential to maintain employment.

    Mandatory Requirements

    Please be aware that the Department of Energy (DOE) prohibits DOE employees and contractors from having any affiliation with the foreign government of a country DOE has identified as a “country of risk” without explicit approval by DOE and Battelle. If you are offered a position at PNNL and currently have any affiliation with the government of one of these countries, you will be required to disclose this information and recuse yourself of that affiliation or receive approval from DOE and Battelle prior to your first day of employment.

Starting pay is calculated from the minimum of the pay range and actual placement in the range is determined based on an individual’s relevant job-related skills, qualifications, and experience.
