This position as the **Senior Mission Area Program Quality Lead** (PQL) to support the Air & Space Defense Systems (ASDS) – Space Intelligence, Surveillance, and Reconnaissance (Space ISR) business involving engineering and operations services on 12+ programs within the Intelligence Engineering and Operations (IEO) Mission Area.
The PQL will be responsible for ensuring that Quality and Mission Assurance (QMA) needs and requirements are planned, estimated, and performed effectively across programs in the Mission Area and in Space ISR programs. The PQL will act as the conscience of the customer to independently drive for mission success. The PQL will be responsible for representing QMA on program leadership and capture teams, and planning and implementing program quality consistent with internal and customer requirements. The PQL will be responsible for assuring Quality Management System (QMS) processes are defined and implemented on the programs supported and across IEO.
Candidates will need strong collaboration and management skills as they will be required to work with a cross-functional team and external customers, and be a champion of a culture of Quality, Safety, and Continuous improvement.
This role includes the IEO Mission Area PQL role and is in conjunction with PQL role on one or more SISR programs.
**This is a full-time onsite position at our Aurora, CO facility** .
**What You Will Do** :
+ Manage QMA tasks, provide guidance and direction to matrixed QMA support (when in-scope) towards flawless execution of contractual commitments.
+ Interface with program teams, customers, and cross-functional organizations, aiding quality performance and ensuring compliance with Raytheon process and contractual requirements.
+ Oversee program planning activities such as proposals, BOE review/approvals, Gates, EAC, budget, program tailoring and contract flow down.
+ Serve as the focal point for all QMA activities such as contract flow down, tailoring updates, conducting/supporting audits, and providing metrics.
+ Identify program risks and opportunities and review for effective mitigation/handling plans.
+ Manage and lead Root Cause & Corrective Action (RCCA) activities for program or Mission Area issues and ensure effective resolution to prevent repeat issues.
+ Use CORE to improve processes on programs.
+ Plan IEO and program Quality activities, including Q-Notes and requirement flow-down.
+ Drive discipline and consistency in problem solving ensuring true Root Cause is identified and validated, and effective Preventive/Corrective Actions are established and completed
+ Monitor fielded operational systems and analysis of operational outages and corrective actions leading to improvement in system Availability
+ Collaborate with other PQLs in Space ISR programs and Mission Areas to ensure sharing of lessons learned and effective coverage of QMA needs across programs and Mission Areas.
**Qualification You Must Have** :
+ Typically requires a Bachelor’s Degree in Science, Technology, Engineering or Mathematics (STEM) and ten (10) years’ experience in Quality, Engineering, or a related field, with specific working experience in the following areas:
+ Programs in the Space-Ground domain with Ground-based mission systems
+ Program life cycle, including software-intensive sustainment or development projects
+ Support Services programs, e.g. Operations and Maintenance (O&M)
+ Serve as Program Quality Lead or Software Quality Lead on one or more programs in the Space / Ground domains
+ Assessing Engineering work products (Peer Reviews, Automated Test Coverage, Test Readiness, etc.) to prevent in-phase Defects
+ Perform test witness during formal testing when required
+ Work with ISO 9001 / AS9100 Quality Management Systems
+ Use RCAS tool as closed-loop corrective action system
+ Certified CORE Apprentice or Champion
+ Active U.S. government issued TS/SCI clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
**Qualifications We Prefer** :
+ Experience collaborating with QMA matrix leads, e.g. Software Quality and Space ISR Mission Area PQL peers
+ Experience managing Program Risk and Opportunity
+ Experience monitoring software defects using tools and report defects to stakeholders
+ Experience using Static Code Analysis tools and results
+ EVMS certification
+ Raytheon QMA Proficiency (QMAP) PQL certification
+ Experience using Ourstaff tool for managing QMA resources on programs
+ Experience overseeing FMEA, PFMEA, FMECA
+ Experience guiding review of non-conforming material and Material Review Board (MRB)
+ Experience reviewing and flow-through customer quality requirements including Q-Notes where appropriate
+ Tailor and ensure compliance with Raytheon Command Media, e.g. Stages
+ Experience aiding program application of Agile and/or DevSecOps, including Sprint Restrospectives, Elaborations, or similar Agile activities
+ Experience holding program team(s) accountable for process, product, and mission integrity
+ Experience working independently, with minimal direction and communicating with leadership, e.g. Mission Area Director
+ Experience planning and conducting Process Evaluations
+ Experience as a liaison between QMA Audit team and the program during QMS audit planning, support, and follow-through, including acting as a Trusted Agent
+ Experience using CORE for program Process Improvement Initiatives

The salary range for this role is 124,000 USD - 250,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
