The Program Area Chief Engineer (PACE) leads a team of Chief Engineers in the Space Protection & Control (SPC) Program Area who undertake project management and professional engineering work in conjunction with other project team members to ensure that products and systems are efficiently developed and perform as intended to meet customer and business requirements. The Program Area Chief Engineer is accountable for ensuring the chief engineers on the program are planning and delivering engineering activities throughout the project life cycle. The PACE works with the chief engineers on the programs that work with both internal and external stakeholders in a transdisciplinary manner to ensure that the system being developed will meet all customer requirements and be delivered on time and within budget.
What You Will Do
+ Work with the chief engineers on the team who are allocated to the programs to ensure that their activities are aligned with the needs of the programs and that the required project outcomes are achieved
+ Coordinate with the chief engineers to determine project resource demand and works with the resource managers to ensure adequate resources are available to execute the engineering activities
+ Contribute to technical assessments and provide input to business development and project planning activities
+ Lead and champion the development of new project management and design approaches, techniques and technologies as well as process and quality improvements to support continual improvement across RTX
+ Collaborate with the Chief Engineers on the program to follow company procedures and customer requirements and assist when needed to use systems engineering approaches and techniques to help chief engineers on the program to plan and execute engineering activities to meet cost, quality and schedule objectives
+ Communicate and collaborate effectively and professionally with systems, hardware and software design functions, other project team members, customers, and other internal departments
+ Accountable for achieving Program Area engineering cost, schedule, and technical commitments
+ Accountable for review of, and approval authority for, Program EACs, Gates and Engineering Bid Reviews (including ensuring Design-To-Cost and schedule targets are met; bid packages are thoroughly vetted; within scope, risks & opportunities identified and manageable), per the approved business Delegation of Authority (DOA), or as otherwise directed by the SSBU/SBU Chief Engineer or VP of Engineering.
+ Support front end of the business activities, to include working with customers to understand their needs, helping to shape future work and win strategies, and developing strong positive relationships with the customer community to make RTX the preferred supplier.
+ Active and transferrable TS/SCI U.S. government issued clearance is required prior to start date with the ability to obtain special program access after start.
Qualifications You Must Have
+ Typically requires a Bachelor's Degree in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of 12 years of prior relevant experience
+ Project Management and Systems engineering experience in the engineering design and development of systems/products involving the engineering development of both hardware and software components as well as system integration
Qualifications We Prefer
+ Proven experience in the management of complex projects and large engineering teams
+ Project Management and Systems engineering experience in the engineering design and development of systems/products
+ Demonstrated success developing and delivering complex, high technology products involving software, hardware and integrated systems
+ Demonstrated experience as a systems engineer throughout the entire systems development process, including requirements capture, design, decomposition, integration, and verification/validation, as well as transition to production
+ Prior experience with bid and pursuit work in a US government acquisition model
+ Familiarity with engineering development in an Agile and DEVSECOPS environment
+ Ability to travel as needed

The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
