    This position exists to perform unit supervision, technical and administrative management, and guidance to staff in the Product Stewardship Unit. This position is responsible for:

     

    + Ensuring that existing and future product stewardship and extended producer responsibility laws are followed and implemented,

    + Ensuring results are tracked and reported as necessary,

    + Providing oversight and recommendations to leadership on emerging product stewardship programs and policy development

    + Ensuring that any technical and financial assistance and outreach is administered effectively and efficiently, and that work is completed in a timely manner

    + Determining current and long-range needs and recommending alternative courses of action to the various programs and projects,

    + Supporting and assisting the Section Manager in meeting the sections and division’s goals and objectives, and

    + Being an active and positive member of the agency’s Leadership Team.

    Minimum Qualifications

    1) One year of supervisory experience in environmental protection/pollution control,

    OR

    2) Two years of advanced professional experience in an environmental field relating to waste and pollution prevention and\or sustainable materials management. . Examples for internal candidates – ( Environmental Specialist 4, Planner Principal, Hydrologist 2, Engineer 2 Graduate, Research Scientist 2, or related classes).

    OR

    3) Three years of environmental experience performing work equivalent to an Environmental Specialist 3 level or senior level work directing, designing AND administering programs, managing projects or developing or interpreting policy related to sustainable materials management, integrated solid waste management, waste and pollution prevention, recycling and/or reuse, hazardous waste or household hazardous waste management or related compliance.

    4) Equivalent combination of the above.

    Preferred Qualifications

    Experience in:

    + Planning and managing multiple projects and budgets at the same time in an efficient and fiscally responsible manner.

    + Coordinating with internal agency staff and leadership across programs as well as external partners and stakeholders on identifying, developing and executing projects and programs.

    + Measuring and evaluating programs and projects, including evaluating processes for improvement opportunities.

    + Developing and interpreting policy and preparing or reviewing fiscal notes.

    Knowledge of:

    + Relevant federal and state regulatory frameworks and their applicability to existing and future extended producer responsibility and product stewardship programs.

    + Knowledge of the structure, policies and procedures of local, state, and federal government.

    Skills in:

    + Leadership and management sufficient to effectively coach, train and lead staff in the use of problem solving and project management and to facilitate problem solving and make decisions as needed.

    + Verbal communication and writing sufficient to clearly and tactfully communicate in a manner appropriate for the intended audience.

    + Project management sufficient to guide and direct a number of complex programs, reports and projects while supporting staff and problem solving across programs and with other Agency leaders to determine appropriate plans and actions

    Physical Requirements

    Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

    Additional Requirements

    A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check.

     

    Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
