This position serves our partners at the Bureau of Criminal Apprehension (BCA) within the Department of Public Safety (DPS). MNIT BCA provides comprehensive IT operations and support services, custom application development, and dedicated business-specific support functions for investigative and specialized law enforcement services. You will support an agency that partners with law enforcement, public safety, and criminal justice agencies to prevent and solve crimes.
As the Minnesota Justice Information Services (MNJIS) IT Delivery and Support Assistant Director, you will provide strategic leadership and management to our partners at the Minnesota Department of Public Safety (DPS) and at the Minnesota Bureau of Criminal Apprehension (BCA) in the MNJIS section. Technology staff within MNJIS are responsible for developing, maintaining, enhancing, and supporting more than 50 criminal justice systems and integrations to meet the ongoing and changing needs of local, state and federal criminal justice and non-criminal justice agencies and for public users of criminal justice information. You will also provide oversight to the software development, quality assurance and automation, analysis, infrastructure, network operations, desktop support, change management, and service management functions, as well as the IT managers and staff within these areas. Additionally, you will serve as a member of the MNJIS Governance Team, DPS and BCA leadership teams by providing oversight and decision-making for enterprise priorities and resources.
This position requires an employee to be onsite in St Paul, Minnesota 3 days per week, with the opportunity to work from a telework location on other days.

Minimum Qualifications

Position requires a minimum of six (6) years of experience in IT leadership roles managing cross-functional technical teams in support of large, complex, mission-critical information technology systems AND four (4) years of IT managerial or supervisory experience. **(** **_Experience_** **_must_** **_include oversight of staff (e.g. selection, orientation, training, coaching, performance management, etc._**
Experience must include:
+ Proven leadership across broad span of IT cross-functional teams, systems, platforms (on-prem/cloud), with responsibility for ensuring production maintenance, support, and incident handling of mission-critical information systems.
+ Experience with diverse and complex, multi-tiered software systems and their underlying platforms (on-prem/cloud), that includes broad knowledge of the architecture of computing systems including hardware, software, networking, and information security concepts.
+ Demonstrated ability to develop and execute strategic IT plans aligned with business goals, with an emphasis on security best practices and compliance with relevant regulations and standards. Planning experience in managing IT budgets, vendor relationships, and service contracts.
+ Exceptional leadership, communication, and people management skills, with a track record of building and leading high-performing teams.
+ Strong knowledge of IT service management (ITSM) frameworks such as ITIL (including change and incident management), and hands-on experience with Agile and DevOps methodologies.
+ Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
+ Customer service skills that include active listening, empathy, and problem-solving.
Preferred Qualifications
+ Bachelor's and/or Master’s degree in information Systems, Computer Science OR related field.
+ Knowledgeofcriminal justice enterprise (law enforcement, courts, corrections, probation, prosecution) sufficient to understand general criminal justice business needs.
+ AbilitytorepresentseniormanagementforMNJISITwithother state agencies, external partners and stakeholders, and vendors for services, products, relationships, relevant negotiations, and issues resolution.
+ Demonstratedexperiencewithextensivestrategicandtacticalproblem-solvinganddecision-makingabilitiescommensuratewith this senior leadership role.
