Summary You will serve as a Program Manager, Country Program Director (CPD) in the Assistant Secretary of the Navy (Research, Development & Acquisition) Navy International Programs Office (Navy IPO) of NIPO FMS FIELD OFFICE. Responsibilities You will serve as a technical authority and advisor to senior level personnel in the Global Security Cooperation Directorate regarding the management of EUCOM/NATO portfolio countries. You will apply expert knowledge of the Arms Export Control Act and Foreign Assistance Act to assess and evaluate the effectiveness and efficiency of a wide portfolio of Security Assistance programs. You will use systems such as DSAMS and CEPT and be familiar with MISIL, SCIP, Business and Microsoft Office applications. You will work with the Navy and Marine Corps Component Commanders, Combatant Commanders, STATE, DOD, DON and DHS counterparts to develop detailed plans, goals, and objectives for long-range. You will develop reviews and presents a variety of correspondence to high level foreign and U.S. officials. You will define, establish, and direct organizational focus on challenging and highly complex projects/ programs. You will formulate organizational strategies, tactics, and budget/action plan to acquire and allocate resources. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 or NH-03 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Knowledge of establishing new fundamental concepts and criteria and stimulate the development of new policies, methodologies, and techniques. Converts strategic goals into programs or policies. knowledge of laws and policies pertaining sales, leases, grants, and other weapons transfer initiatives under the Security Assistance Program Knowledge of ST A TE, OSD, Navy and Marine Corps Component Commanders, Combatant Commander and DON polices with regard to Foreign Military Sales (FMS), Leases, Grants, and other weapons transfer initiatives under the Security Assistance program.Experience with the daily management of Foreign Military Sales (FMS) cases. Experience with negotiating, developing, and implementing the Security Assistance programs; Experience with resolving issues that will affect the accomplishment of the Agency Programs; and Experience with ensuring that coalition partners receive a tailored Total Package Approach for all programs that are assigned.
