ThisBuilding Safety Program Supervisorposition is a great opportunity for a professional who's looking to provide consumer protection and public safety for all Idahoans.
Job Summary:To supervise a statewide construction component/building safety program or supervise regional staff in an assigned area of the state; perform related work.
Example of Duties:
+ Responsible for planning, developing and supervising the implementation of program goals, policies, procedures, and objectives in their area of expertise.
+ Compile and analyze data and information to identify service needs, available resources, determine compliance with regulations, and evaluate program effectiveness.
+ Supervise and manage staff necessary to meet program requirements; assigns, directs, and evaluates the work of staff assigned to a regional program area.
+ Provides technical expertise to building officials, building representatives, contractors, the public and staff for areas such as compliance with licensing and permitting.
+ Interpretation of building codes, difficult inspection problems, code enforcement assistance and safety operations, processes, and procedures.
+ Assess needs and provide training, and may make presentations to program staff, the public, professional and special interest groups.
+ Research innovations in industry technologies and assess compatibility with prevailing codes, business practices, and educational and training needs.
+ May advise legal staff concerning program operations and requirements, testify in court or administrative hearings, prepare reports of violations of law and code, and assist in prosecution of persistent violators.
Other Information:
Incumbents are responsible for supervising a specific program including planning, staffing, organizing operations and evaluating program effectiveness. The emphasis of the position is for program management and/or staff supervision rather than management of a department functional area.
These positions are considered the technical specialist within their field of discipline and are distinguished from the manager level by budget, scope, and program control. Some positions include crawling and moving material in confined spaces; exposure to hazardous materials and/or conditions; and climbing ladders and stairs.
Minimum Qualifications:
+ Some knowledge of supervisory practices.
+ Experience: Using a computer for business purposes, preparing written documents such as reports, letters, or other business documents; interpreting and applying state codes and laws.
+ Possession of a valid driver’s license.
Minimum Qualification Specialties:
+ Considerable knowledge of licensing and permitting procedures and compliance requirements. · At least one year performing building and structural inspections and/or building plan examinations to determine compliance with current building codes. · Interpreting and applying provisions of the state building code and related rules and regulations, interpreting building diagrams and plans. Within six months of hire applicants must obtain certification from ICC as either a Building Inspector with both the residential and commercial certifications, or a Certified Building Official in accordance with Idaho Code Section 39-4108.
+ Compliance Supervisor Experience: interpreting, applying, and explaining complex information such as regulations, policies, or services to members of the public; providing good customer service to independently solve problems with individuals or resolve conflicts in a work setting.
Preferred Qualifications:
+ Ability to establish expectations for inspectors, ensure that their reports and communications are clear, concise, and consistent.
+ Ensure that inspectors complete their jobs in a safe manner ensuring care of tools.
+ Verify that the inspectors are using AutoSys system to document the maintenance and condition of their vehicles.
+ Help instruct inspectors enforce the statutes and rules identified by the Building and Factory Built Structure boards.
+ Maintain a spreadsheet of inspector’s certifications and ensure that they are renewed with continuing education credits and do not expire.
+ Clear communication skills and the ability to establish and maintain relationships with contractors, factory staff, customers, and other staff. Monitor the Verizon program to ensure that all inspectors are following safe driving practices.
