ThisBuilding Program Managerposition is a great opportunity for a professional who's looking to provide consumer protection and public safety for all Idahoans.
Example of Duties:
P rovides leadership, oversight, and management of the Building Program for the Building, Construction, and Real Estate Bureau of the Idaho Division of Occupational and Professional Licenses. This program supports all building and elevator permitting and inspections throughout Idaho. The program manager serves as the subject matter expert for the building Program. Works closely with other trades program managers, as well as licensing and compliance staff within the Division.
Responsibilities include overseeing operational staff within the building inspection program, including providing support and guidance to relevant supervisors and inspectors; overseeing the procedures and processes in carrying out the functions of the building program; ensuring that the program operates according to the statutes, rules and policies; and facilitating appropriate and effective communication between the Division and stakeholders, state government, and the public.
Minimum Qualifications:
+ Some knowledge of management practices
+ Experience managing a major program and supervisor staff
Minimum Qualification Specialties:
+ Managing and improving program development and performance
+ Analyzing complex management issues and developing recommendations for improvement
+ Analyzing data and preparing written reports about findings
+ Identifying and resolving complex system-related problems dealing with end users and vendors
Preferred Qualifications:
+ Has commercial and residential building inspector certification, and plans examiner certifications, and the certified building official certification or the ability to obtain the certifications.
+ Working knowledge of building codes and other state and local building codes, including fire, energy, elevator and relevant life-safety codes.
+ An understanding of federal and state standards for public and private buildings, including state buildings and public schools.
+ Demonstrated ability in interpreting and applying rules, policies, and procedures related to the building program to ensure compliance with state and federal laws
+ Experience making oral presentations to groups relative to updates to the National Plumbing Code
+ Experience developing and/or monitoring budgets
+ Knowledge of the Housing and Urban Development (HUD) program.
+ At least 3 years’ management experience, including supervising remote and/or field staff
+ Ability to work closely with stakeholders, including contractors and homeowners.
+ Experience inspecting facilities for compliance with the international building code, OSHA safety standards, National Fire Codes/standards.
+ Working knowledge of the School Safety inspection standards.
