Description of Work

This position will be located in Albemarle at the Division 10 Office. Position will be responsible for the project development of Division managed projects. This includes projects such as safety projects, DA projects, mobility projects and STI projects. This position will provide the engineering support needed to effectively manage and coordinate the planning, human and natural environment studies, traffic analysis, design process and ROW acquisition between NCDOT, consultant engineering firms, support staff and other NCDOT units. These duties are included to assist the Division Design Team Lead, Division Project Development Engineer and Division Engineer as necessary to ensure timely project development, design and delivery functions. This position will be involved in work such as but not limited to preliminary scoping of projects, setting up project delivery dates, funding requests, reviewing human environment, natural environment and traffic studies, project designs, coordinating utility relocations, project estimates, assist with Right of Way issues, manage and oversee consultant engineering firms, prepare for and attend public meetings, communicate verbally and in writing with public officials, consultant and NCDOT personnel, environmental and other agencies as well as the general public. The development of proposals and other project documents as required. This position provides engineering and design guidance to departmental engineering staff, private engineering firms and local municipalities and serves as a liaison between these firms and municipalities and Division staff. This position will provide status reports of projects and funding sources to the Division Project Development Engineer and the Division Engineer on a regular basis.

+ Experience maintaining effective working relationships with NCDOT staff, consultants, contractors, and public officials while managing conflicts and deadlines
+ Experience with project development concepts and construction processes, using these skills to resolve issues and develop proposals.
+ Experience with computer using SAP, MS Word, Excel, and other various software such as Microstation, APLUS, and NCDOT Trns•port
+ Strong skill in organizing resources, planning, scheduling, and coordinating work in order to maintain schedules
Additional Expectations:
Ability to perform assigned tasks, to understand and follow oral and written instructions. Ability to analyze and solve difficult highway maintenance and construction problems. Ability to read and interpret highway construction plans. Ability to prepare and review reports. Assist in the supervision of and monitoring of secondary construction programs to ensure efficient use of personnel and resources. Ability to communicate with others in technical terms. Also must be able to establish good working relationships with developers, engineers and government entities.
Minimum Education and Experience Requirements

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
