Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Under the direction of the Deputy Commissioner of Technology, the Manager of Information Services Technology 2, will be responsible for the oversight and management of OMH’s security applications, EHR Transformation, Application modernization/Cyber Remediation. The incumbent will also act in the capacity of chief architect for OMH supporting network/system, software, and data architecture. Duties include, but are not limited to, the following:• Manage/Oversee and provide technical leadership and guidance to application development teams (BAS team).• Collaborate with other Technical/Enterprise Architects to stay current on the latest technologies and best practices to support OMH’s network, software, and data needs.• Establish and oversee a governance review process for application, data, network architecture needs. Enforce infrastructure and programming standards and adapt efficient processes where possible.• Create standard architecture templates for supported hardware/software/network and data needs. • Schedule, coordinate and facilitate team meetings to organize work and track progress.• Supervise, mentor and guide staff, including the assignment and prioritization of work, approval of leave requests, completion of probation reports and the completion of performance evaluations.• Leverage the Secure Software Development Life Cycle (SSDLC) for all activities, enforce programming standards, and coordinate work assignments. • Perform/Enforce peer code reviews for application developers.• Leveraging best practices, patterns, and standards for development of new and existing systems.• Collaborate with all OMH dedicated teams such as PM’s BA’s, EIM, Cyber security, WPS, Governance and BAS team. • Participate and contribute to all strategic planning, governance, and roadmap planning discussions with agency and ITS.• Maintain application documentation/artifacts, KB’s, and other application artifacts.• Actively adapt to changing technology needs and frameworks to best serve the technical and business needs of OMH.• Perform a full range of supervisory duties for state and contract staff.
Minimum Qualifications Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 2, SG29/M3, OR in a position at the SG27/M2 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade. Note: If you are on the examination eligible list for the position title in this location, you do not need to respond to this posting unless you are also eligible for appointment by one of the qualifications listed above. Candidates must be reachable on the current eligible list for this title in order to be list appointed.
Additional Comments Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
