Description
The City of Norfolk's Department of Utilities is seeking qualified candidates for the position of Construction Inspector II (Watershed Inspector) within our Division of Water Production. This person ensures construction compliance with codes and checks for potential safety problems, provides community relations and administrative duties, administers shoreline protection permits, and inspects activities in the reservoirs and watershed. Will also enforce state and local codes pertaining to erosion and sediment control and reservoir protection. Performs other duties as required.
Essential Functions
Essential functions include but are not limited to:
+ Investigates requests for service and other related problems and responds to complaints from the public and contractors; plans and schedules work assignments.
+ Provides community relations and performs administrative duties by responding to complaints and requests, providing information, conducting research, entering information into the computer, updating the database, reviewing emergency conditions, and generating correspondence and various - project status reports.
+ Administers shoreline protection permits by reviewing applications for compliance, conducting on-site inspections throughout the construction process, and meeting with contractors and property owners to ensure compliance with reservoir and watershed protection regulations and codes.
+ Manages the Tree Removal Program according to City Code and Department Policy.
+ Ensures construction compliance with codes and checks for potential safety problems by reading and interpreting design drawings, preparing and reviewing drawings, conducting visual and physical inspections, examining and evaluating materials furnished and quality of workmanship, ensuring compliance with erosion and sediment control standards, rejecting components of work that does not follow plans and specifications, resolving problems, consulting with architects, engineer, developers, contractors and owners and providing technical knowledge.
+ Must be able to tow a trailer and operate a motor boat (training will be provided). Completion of the Virginia Boating Safety Course required.
+ Conducts dam inspections and prepares reports.
+ Inspects activities by going to pre-construction meetings, conducting on-site inspections, supervising plans and installation, coordinating with groups within and outside the city on projects, maintaining drawings, and maintaining daily work log.
+ Supervises the collection of reservoir and watershed samples.
+ Performs necessary research to gather background information such as previous surveys, maps, deeds, court records, physical evidence, and other records for title searches, maps, and deed preparation.
+ Must be able to interpret and understand technical drawings such as blueprints and site plans.
+ Operates the City's Aquatic Plant harvester and coordinates daily operations with staff.
+ Must be able to operate computerized water sampling equipment; walk on uneven, sloping terrain; swim to safety; lift 75 lbs. and walk through dense forest.
+ Familiarity with local, state, and federal requirements for activities in reservoirs and watersheds is required.
+ Prepares letters, reports, and other written correspondence;
Must be able to communicate effectively by oral and written means.
Education/Experience
Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with six months/one year of advanced study or training past the high school equivalency. Junior college, vocational, business, technical, or correspondence schools are likely sources.
A minimum of two years of experience is required, but the desired candidate will possess five years of experience in construction inspection work.
Additional Information & Requirements
+ Valid Driver's License.
+ Virginia Boater Safety course completion.
+ The selected candidate will be expected to obtain their Virginia Certification in Erosion and Sediment Control Inspection within one year of hire.
+ Virginia Pesticide Applicators License is desired or to be obtained upon employment. Training will be provided.
+ Ability to use web-based mapping programs such as Norfolk Air is desired.
Ability to use a laptop, Microsoft Office and workorder program Lucity is desired.
Work Hours: Monday -Thursday 6:30 a.m. to 4:00 p.m., Friday 6:30 a.m. to 10:30 a.m.

This position is eligible for a one-time $5,000 signing bonus.
This position is designated as an Essential position which means you may be required to work extended, rotating, after hours, nights and/or weekends in response to emergencies and severe weather.

+ Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
