    Summary This MILITARY AND FAMILY READINESS SPECIALIST is located in the Joint Force Headquarters (State), Support Programs Division and is part of the CA CHQC Joint Staff. Responsibilities THIS IS A T5 EXCEPTED SERVICE, INDEFINITE POSITION Selectee may be non-competitively converted to permanent status if/when funding becomes available or position becomes unencumbered. The primary purpose of the MILITARY AND FAMILY READINESS SPECIALIST, GS-0301-9, is to provide support in the administration of Military & Family Readiness Program (SFRP) services for the Army National Guard within the State Family Program. This is achieved by performing assignments designed to provide familiarity with the Family Program, community services, effective relations with supporting social service and emergency organizations, recruit and train volunteers, promote resilience and financial literacy through targeted life skills training, and the development of human resources program referral networks. Conduct briefings at the local, unit and state levels. Provide training and technical support to Commanders and Family Readiness Liaisons to support their Unit Family Readiness program and Soldier & Family Readiness Groups (SFRGs). Plans volunteer recognition activities at the unit and State levels and makes recommendations to the State Family Program Director or Supervisory Family Support Services Specialist higher headquarters for state and national level volunteer awards. Plans and conducts workshops and seminars, coordinating volunteer assistance as needed. Develop and maintain a directory of resources, agencies and organizations that are available to assist Service-members, Families and survivors. Ensure accurate and timely input into the NGB-approved system of record for all applicable Service Members and Family case information, unit support, community outreach, training provision, volunteer management and other Family Program data. Develop and conduct orientation and training programs for volunteers/personnel. Provide technical support and training to Family Readiness liaison and Rear Detachment Commanders in support of unit family readiness. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. May make additional selections within 90 days of eligible(s) issuance. Requirements Conditions of Employment Recruitment/Relocation Recruitment/Relocation Incentive IS NOT authorized. PCS Relocation Costs IS NOT authorized based on determination that Permanent Change of Station (PCS) move is not in the Government best interest. Participation in direct deposit is mandatory. May be required to successfully complete a probationary period. U.S. citizenship is required. Federal employment suitability as determined by a background investigation. Must maintain proper security clearance. Security Clearance: at a minimum a National Agency Check is required prior to position assignment. Qualifications MILITARY AND FAMILY READINESS SPECIALIST, GS-0301-9: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Serving as a fully independent advisor within geographical area of responsibility in accomplishing all objectives of the Soldier & Family Readiness Program (SFRP); Managing and operating family assistance centers and providing assistance to commands; Coaching, mentoring, and training junior staff; Establishing recurring outreach contact with each Service member's Designated Individual as directed by law, regulation or instruction from the Supervisory Family Support Services Specialist. Qualifications must be met by the closing date: You must meet all qualification and eligibility requirements by 06/02/2025 Education Substitution of Education for Specialized Experience: A master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities necessary to do the work required. Competitive Service applicants who are Career Conditional and have not completed the three year service requirement (Block 24 reflects "2") are eligible for three year reinstatement rights.
