    Summary This SELF-DIRECTED HARM PREVENTION SPECIALIST (PREV WF) is located at the State, Territory, or DC (S/T/DC) Joint Force Headquarters (JFHQ) underneath the Primary Prevention Officer and is part of the CA JFHQ J1 HRO. Responsibilities THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION The primary purpose of the SELF-DIRECTED HARM PREVENTION SPECIALIST (PREV WF), GS-0101-12, is to directly support the development and execution of policies, programs, and procedures for implementing integrated primary prevention activities relating to self-directed harm (i.e., self-cutting, drug and alcohol abuse, thoughts of suicide, self-directed abusive thoughts, suicide attempts and suicides), averting harm or abuse before it occurs. Identifies risk and protective factors that lead to or protect against unhealthy or unsafe behaviors. Promote or mitigate actions relating to environmental exposure. Due to the specialty nature of these roles this position reports to the Primary Prevention Officer. Establishes, revises, and reviews policies, procedures, mission objectives, and organizational design to eliminate barriers to mission accomplishment. Knowledge of the programs, policies, and processes which drive Army National Guard (ARNG) and Air National Guard (ANG) drug deterrence, substance abuse, suicide post intervention. Develops performance measures to meet statutory and regulatory compliance, implements quality improvement plans, and assesses the effectiveness of TAG's IPP program. Maintains an understanding of self-directed harm policies and the working dynamics between primary prevention and secondary prevention and post intervention. Advise leaders at all levels of best practices and evidence-based programs, policies, and plans that increase primary prevention capacity within their organizations. Facilitates meetings and working groups in accordance with applicable policy and official guidance, Collaborates and coordinates with state and local agencies and universities by reviewing scientific journals for national best practices and integrated primary prevention trends oriented to Self-directed harm prevention. Conducts educational sessions and briefings for JFHQ leadership and JFHQ Program Managers (i.e., State Family Programs Director, Chaplains, State Equal Opportunity Manager, Resilience, Risk Reduction and Suicide Prevention Program Manager, IPP SMEs) regarding the primary prevention of self-directed harm. Supports and participates in state-level committees, boards, and working groups. Provides self-directed harm prevention data and metrics to Wing/Region Primary Prevention Integrators (PPIs), all councils and boards within the S/T/DC in coordination with and as requested by the IPP Officer. Coordinates with Directors of Psychological/Behavioral Health, and other response/post intervention personnel to ensure alignment of messaging to JFHQ council or board leadership regarding self-directed harm. Conducts Site Assistance Visits (SAVs) to the Wings/Region as required. Collects qualitative and quantitative data from Wing/Region activities relative to integrated self-directed harm prevention to ensure program fidelity. Utilizes outcome data and metrics from the civilian sector within their S/T/DC or region for comparison to NG data. Works with other JFHQ divisions and offices to evaluate relevant NG programs for effectiveness and impact to the primary prevention of self-directed harm efforts. Reviews environmental/climate qualitative and quantitative survey data collected. Analyzes and recommends changes to surveys and trainings for self-directed harm, sharing findings with appropriate stakeholders. Coordinates with full time personnel managing resiliency, suicide, or substance/drug misuse programs to secure access to de-identified data that will be used for developing products, statistical analysis, tracking, reporting, evaluating program effectiveness, and conducting research for the primary prevention of Self-directed harm. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. May make additional selections within 90 days of eligible(s) issuance. Requirements Conditions of Employment Recruitment/Relocation Recruitment/Relocation Incentive IS NOT authorized. PCS Relocation Costs IS NOT authorized based on determination that Permanent Change of Station (PCS) move is not in the Government best interest. Participation in direct deposit is mandatory. Must maintain proper security clearance. The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory. Must be able to obtain required certifications, as applicable. Security Clearance: at a minimum a National Agency Check is required prior to position assignment. Qualifications SELF-DIRECTED HARM PREVENTION SPECIALIST (PREV WF), GS-0101-12: Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by: analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. Qualifications must be met by the closing date: You must meet all qualification and eligibility requirements by 06/02/2025 Education Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
