    ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

    POSITION SUMMARY:

    The Department of Justice’s International Criminal Investigative Training Assistance Program (DOJ/ICITAP), in partnership with the Department of State’s Bureau of Counterterrorism (DOS/CT) is implementing the Counterterrorism Engaging Multinational Police Women on Equality and Rights (CT EMPoWER) Program focused on strengthening the counterterrorism operations of partner nations by increasing the participation of women in CT law enforcement units through strategic tactical training; creating information-sharing networks among women and men officers; and leveraging leaders in CT to reinforce the protection of women and girls in CT investigations.

     

    Amentum is seeking individuals with expertise in monitoring, evaluation, and learning of government-led development programs to assist with the development and execution of an EMPoWER assessment in Central Asia, Latin America, Africa and Europe/Eurasia. This program is focused on supporting international partners to sustain and enhance the role of women in peace and security movements while seeking to address high priority counterterrorism challenges by engaging global partners and host governments on the critical role that female officers play in combatting terrorism.

    GOALS:

    The goals of the assessment are outlined below:

    + Determine existing gaps and challenges within key elements of the security and justice sectors that serve as impediments to the advancement of women within the counterterrorism field.

    + This could include structural or legal impediments, policy challenges, technical/training gaps, cultural barriers, etc.

    + Identify opportunities for supporting meaningful participation of women in counterterrorism

    + Identify ‘gender champions’ and/or key partners within each agency who demonstrate the political will needed to implement policy changes needed for advancement of gender equity

    + Develop recommendations for programming in the region, to include trainings, technical assistance, equipment donations, mentorship/networking, etc.

    + Assess the political will of the relevant ministries/departments to participate in program activities; contribute meaningful structural or legal changes in the identified gaps; and promote the role of women in government positions.

    + Identify qualitative and quantitative measures (including baseline metrics) to evaluate the progress and success of ICITAP programs in the country overtime.

     

    MEL experts should expect to join an ICITAP-led assessment team for travel to multiple regions throughout CY2025 and 2026. The expert will also be responsible for contributing to the written assessment report, including outlining recommendations for future programing in the region. The expert will also be expected to participate in pre/post-deployment prep meetings and assist with the development of the framework for the assessment.     REQUIRED SKILLS AND QUALIFICATIONS:

    + Minimum of Bachelor’s degree from an accredited institution in international relations, justice studies, women, peace, and security studies, public policy or related field; preferred Master’s degree.

    + Experience working overseas.

    + Demonstrated ability to liaise effectively with partner governments, foreign officials, and international organizations.

    + Experience working with professional development networks in law enforcement.

    + Familiarity and experience with UNSCR 1325 Resolution on Women, Peace and Security;

    + Proven ability to exercise a high degree of professional judgement and diplomacy at all times;

    + Willingness to travel overseas to high-risk areas for assessments (1-2 weeks);

    + Clearable: Must be able to obtain and maintain a Moderate Public Trust US Government Clearance. Note: US Citizenship is required to obtain a Moderate Public Trust Clearance.

    DESIRED QUALIFICATIONS:

    + Experience working in designing metrics for measuring outcomes, intermediate outcomes, and outputs

    + Experience working with Department of State MEL requirements

    + In-depth knowledge of gender-related policies and Women, Peace, & Security (WPS)

    + Experience working within law enforcement agencies with an international and/or gender component

    + Direct experience working in the Women, Peace, & Security field is desirable
