Incumbent oversees interagency, regional, national or multifunctional operations related to the management of a Communications Center. For more information about the duties and/or location of this position, please contact Kelly Lynch at 970-529-4641 or [email protected] Responsibilities Maintains the oversight of the Communications Center operations to include use of the telecommunications equipment (VIOP radios, consols, CAD, and CBI systems), ensuring security of physical space, computer networks, databases, documents and sensitive operational information Serves as the first line supervisor for the other public Safety Dispatchers, setting up performance standards, evaluating the performance, deals with disciplinary actions, and engages in the personnel related actions in coordination with HR. Develops and participates in budget planning cycles to include submitting projected budgetary requests for current and future budgets, tracking the status of the V&RP organizations budget with budget assistant and participation in year-end close out. Develops and maintains Memorandums of Understanding between multiple NPS units to facilitate shared Dispatch Communication Services and interoperability. Serves as the Emergency Medical Dispatch coordinator for the center. Also responsible for the key and badge control and alarm code management using a computer-based program. Physical Demands: Employee must be able to function at peak efficiency in a confined space for several hours at a time. Walking, bending and stooping are required in the operation of the equipment and in the maintenance of records. Employee works in a very demanding atmosphere where communications excellence is imperative while coping with emergency situations. The employee is frequently under severe mental and physical stress while being required to remain alert and maintain accuracy in all phases of the operation. Voice must be clear, audible and tone effective with words plainly spoken and understandable. Position is basically day work with occasional shift work during the absence of desingated operators or emergencies. Work involves occasional lifting of boxes and supplies u to weights of fifty (50) pounds. Work Environment: The work is usually performed in an office setting that is climate controlled and well lighted. Occasional work may be in classroom settings with similar environmental characteristics. Contacts with fellow employees or members of the public may occasionally be stressful, primarily when those contacted have recently been involved in a law enforcement or public safety incident. Park Info: Located in Southwest Colorado, Mesa Verde National Park was established in 1906 to preserve and interpret the archaeological heritage of the Ancestral Pueblo people. For over 700 years, the Ancestral Pueblo people built thriving communities on the mesas and in the cliffs of Mesa Verde. Today, the park protects the rich cultural heritage of 26 Pueblos and Tribes and offers visitors a spectacular window into the past while also highlighting contemporary connections. This World Heritage Site and International Dark Sky Park is home to over a thousand species, including several that live nowhere else on earth. Nearby Yucca House National Monument is managed under Mesa Verde. It is an undeveloped NPS unit and protects a large unexcavated valley pueblo. On average Mesa Verde hosts 500,000+ visitors per year. Area residents and visitors enjoy world-class outdoor recreational opportunities including skiing, mountain biking, hiking, rafting, camping, hunting, and fishing in the region. Nearby public lands include the San Juan National Forest, Canyon of the Ancients National Monument and other areas in the Tres Rios District of the Bureau of Land Management. The local towns of Cortez, Mancos, Dolores, and Durango provide a range of housing, dining, and shopping opportunities, and both Durango and Cortez have regional airports. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. You may be required to travel overnight away from home occasionally. You may be required to obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications REQUIREMENTS Continued - Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement. QUALIFICATIONS - All qualifications must be met by the closing date of this announcement-05/30/2025-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Examples of qualifying specialized experience include dispatching information for emergency response in a senior/lead role. You must include hours per week worked.
