    Summary The typical seasonal entry-on-duty period for Pearl Harbor National Memorial is August-February but can be variable during these months due to weather conditions, project needs, or funding. Open to the first 125 applicants or until 06/02/2025 whichever comes first. All applications submitted by 11:59 (EST) on the closing day will receive consideration. Responsibilities The purpose of Pearl Harbor National Memorial is to preserve, interpret, and commemorate the history of World War II in the Pacific from events leading to the December 7, 1941, attack on Oahu, to peace and reconciliation. The national memorial provides opportunities for public education about the Empire of Japan's attack of Oahu, the Pacific War's impacts on the Hawaiian Islands, remembering of the sacrifices made during the war, honoring, and protecting of the final resting places, providing a portal to the Pacific War stories, and reflecting on the efforts and hope for eternal peace. Major Duties: Presents interpretive and education programs. Greets visitors, provide information, give formal and informal presentations, and direction. Independently operates a visitor center and advise visitors of the regulations governing visitation to the sites and the need to protect resources. Responsible for monitoring and reporting the condition of the park resources, working closely with interpretive closely with interpretive colleagues, other divisions, and ensuring the safety of visitors, employees and the public. Conducts some support of the volunteer, web and social media, and/or education programs Requires consistent teamwork, attention to detail, effective communication, and keen collaboration skills responsible for assisting in leading interpretive programs, supporting special events, contributing to occasional meetings, effectively directing and assisting with visitor complaints Physical Demands: The work requires standing for long periods of time, walking for long distances, climbing and descending steep inclines, bending, and lifting moderately heavy items. Mental stress and physical fatigue occur due to high volume of personal contacts, occasional emergency responses, and repetitive nature of interpretive programs. Working Conditions: Work is performed both indoors and outdoors resulting in exposure to a variety of weather conditions. COST OF LIVING: The Hawaiian Islands are considered one of the most expensive places to live in the United States with regard to routine living costs, goods and services - with a cost of living 81% higher than the U.S. average. For example, in 2023, the median listing home price in Hawaii was $775,000 (see link for historic data below), trending down from 2022 where it as 1.1 million. Many places on the island, including places close to Pearl Harbor are more expensive. Monthly rent for 900 sq ft furnished accommodation in the area average $2,500 to 3,000 with utilities for 1 month (heating, electricity, gas ...) for 2 people averaging $250 or more. Rents in many areas on island can be higher. There is no park housing available for this position. The average cost of regular gas in September 2023 is approximately $4.75/gallon. Milk costs approximately $6.25/gal. with other food staples and household items also costing more, on average, than on the mainland. MEDICAL CARE: Depending on your health care needs, options for health care providers on the islands can be limiting. If you have special needs with regard to medical specialists or other unique health care requirements, please investigate whether those services can be provided in Hawaii. Costs for returning to the continent for health care check-ups and visits can be quite costly. SCHOOLS: Hawaii ranked 41st in a 2022 state ranking of public school quality and education output published by WalletHub 3 (see link below). In Hawaii there are about 15 students per teacher. Nearly 20% of school children in Hawaii attend one of the 130 private schools. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work evenings, weekends, holidays, overtime and shift work. You may be required to travel overnight away from home occasionally per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Travel, transportation & relocation expenses will not be paid. Relocation expenses will be the employee's responsibility. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. Qualifications All qualifications must be met when the applicant count is reached which may be sooner than by the closing date of this announcement-06/02/2025-. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: working at a visitor center, museum, school or other similar setting that involves the sharing of information and education with others; independently leading children or adults in interactive activities that teach them science or history in a classroom, museum, park or other outdoor or learning institutional setting; working with groups and individuals administrative tasks such as tracking visitor interactions; registering program participants; implementing building or site opening and closing procedures, creating social media posts or content for temporary signage. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least four years of education above high school (120 semester hour or 180 quarter hours) leading to a bachelor's degree with courses related to the occupation such as American history, science, public speaking, parks and recreation, education or communications. IMPORTANT - PLEASE NOTE: If you are using education to qualify you must document your coursework and/or degree completed in your resume or other application materials you submit. You must submit a copy of your transcripts, or a complete list of college courses taken that identifies for each course the college or university, semester or quarter hours earned, grade received, and date completed. If you are qualifying based on education and you do not submit specific coursework information as described previously, your application will be rated not qualified for consideration. (A copy of your official transcripts will be required before entrance on duty, if selected). You must include transcripts. -OR- Successful completion of a combination of education and experience (NOTE: Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience). For example, I have 6 months of the specialized experience described in A above (50% of the experience requirement), and 3 years of college study from an accredited institution (50% of the qualifying education) which included at least 12 semester hours of related coursework as specified in B above (50% of the related coursework required). You must include hours worked per week and your transcript. ICTAP/CTAP Statement: Current surplus and current or former displaced Federal individuals who have special prior­ity selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS). If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility. The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM.
