    We are looking for a Project Manager Team Lead for the Enterprise Project Management Office of the Health Information Office (HIO)!

     

    HIO exists to manage and enhance computerized claims processing and information management systems in order to assure timely and accurate Medicaid and Child Health Plan Plus (CHP+) claims processing and payments in an environment of rapid policy change. It also exists to improve budget forecasting and monitoring capabilities and improve program management of Medicaid programs with an annual budget of over fourteen billion dollars.

     

    The Enterprise Project Management Office (EPMO)exists to oversee and coordinate the Department of Health Care Policy and Financing (the Department) strategic initiatives, including improving operational and project excellence across the Department. Supporting projects related to Colorado Benefits Management System (CBMS), Program Eligibility Application Kit (PEAK), Medicaid Management Information System (MMIS) and Health Information Technology (Health IT) initiatives at HCPF. The work unit directs activities that influence policy staff, business analysts, developers and programmers’ deliverables. This unit identifies and coordinates Department wide changes to support improved operational and strategic performance. This work unit is also responsible for strategic planning to achieve departmental goals and well as required compliance with federal regulations. The work unit directs and supports various state and federal reviews and audits by providing data and interpretation of configurations to explain performance. Finally, the work unit is also responsible for advanced planning documents (APDs), financial management and inter-agency coordination for projects and technologies.

     

    This position can work fully remotely from anywhere in the State of Colorado and does require

     

    some full days of in person meetings at the downtown Denver, CO location.

     

    Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.

    Description of Job

    WHAT YOU'LL BE DOING:

    + As the team lead, you will be assisting the work unit Supervisor to coach and mentor team members and conduct related training.

    + As the team lead, you will be responsible for developing and managing the training program for staff development and skill building training for EPMO staff. This will include eliciting training needs from Office leaders, identifying subject matter experts to develop and administer live adult learning sessions, building and maintaining an annual training schedule, and eliciting and incorporating feedback from leadership and participants on training content, design and delivery.

    + Project Managers work to identify cross functional business process improvements, and engage, develop and implement targeted tasks that resolve inefficiencies and training gaps.

    + You will manage project activities through a standard project lifecycle that includes working with leadership and subject matter experts to draft a Project Charter to document objectives, requirements, role and responsibilities, project budget and risk. You will develop, manage and control a project schedule, project RACI, risk and decision log, Communications Management Plan, and Operational Readiness Assessment. You will own and facilitate meetings, and adhere to a standard protocol for notes and action items management. Project Managers manage processes with internal and external stakeholders using the PMBOK methodology, documented EPMO standards and HCPF, state and federal processes to ensure that program, systems, and/or operations impacts are identified in advance to provide notification of change to stakeholders as well as gain appropriate federal and State approvals.

    + You will collaborate with budget and accounting offices, Program offices, Policy offices, Communications and Human resources offices, and contract vendors to identify costs, schedule, and resources for project initiatives.

    + You will facilitate project teams in reviewing relevant information and making decisions in the preparation of both temporary and permanent solutions to business needs.

    + You will assist the Department with activities required by federal oversight agencies regarding federal funding, compliance obligations, and strategic plans.

    MINIMUM QUALIFICATIONS:

    There are two ways to qualify for this position:

    Option 1:

    Experience Only:

    Seven (7) years professional experience in Project Coordination, Project Management, or Performance Analysis.

    Option 2:

    Education and Experience:

    Bachelor's degree from an accredited institution in Public Health Care Administration, Business Administration, or a field of study related to the work assignment

    AND

    Three (3) years professional experience in Project Management managing complex cross functional projects.

     

    Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

     

    + An associates will count as two years of experience

    + A bachelors will count as four years of experience

    + A masters degree will count for six years of experience

    + A doctorate or juris doctorate degree will count for seven years of experience
