As the Ship Acquisition Program Analyst based in Washington, D.C., you will provide support in researching, planning, budgeting, managing, conducting, executing, and evaluating Ship Systems integration and test/trial activities.Bring your expertise and collaborative skills to make an impact towards our military defense, the quality of ships and the safety of our sailors.

In this role, you will:
+ Provide backup support to the DDG 51 Ship Program Reviews (SPR) when necessary and participates in shipchecks, meetings and preparing meeting minutes.
+ Provide flexible support to customers for the coordination of requirements for financial reviews, technical reviews, and test events of Engineering Ship Systems on New Construction Arleigh Burke Class Destroyers.
+ Provide financial management support in cost estimation, preparation, and justification in all areas of DOD planning, programming, budgeting, and execution (PPBE).
+ Track the development and approval of Task Planning Sheets (TPS) and support financial documents with appropriate Field Activities, contractors and PARMS in support of the Combat Systems Branch execution.
+ Communicate with stakeholders, as required, to ensure adherence to financial planning schedule.
+ Support in coordinating hardware and configuration management in support of key milestones DDG SCN hulls.
+ Apply accepted management practices, theories, techniques, and methodology to assigned problems/studies, which involves making use of a substantive knowledge of applicable organizations, functions, procedures, and legislation.
+ Develop and manage briefs, spreadsheets, and other internal/external communication in support of the Combat Systems Branch
+ Assist in researching and preparing responses to financial drills in support of DDG 51 program office, resource sponsors, and financial teams.
+ Interface with field activities, and contractors to collect, assess, analyze, interpret, and collate budget data and justification to support budget submissions.
+ Identify expiring funds and engage government teams to determine if funds are available for recoupment and prepare plan for recoupment of funds and realignment as applicable.
+ Maintain proficiency in Enterprise Resource Planning Program (ERP), Program/Budget Information System (PBIS), and NAVSEA Enterprise Planning System (NEPS).
+ Utilize innovative management practices and principles in resolving problems, planning future strategies, and monitoring on-going operations.
+ Conduct studies to identify ways to improve effectiveness of work methods, procedures, organizations, workforce use, distribution of work and similar functions.
Qualifications
To be successful in this role, you must have:
+ Ability to obtain and maintain an active DoD Secret clearance post-employment.
+ US Citzenship
+ Bachelor's degree in a business or related field
+ An Associate's Degree and 2 years of additional experience or a High School Diploma/GED and 4 years of additional experience will be considered in lieu of Bachelor's Degree.
+ 7 years of similar/related experience supporting Navy Acquisition Program Offices.
+ Analytical expertise in developing and monitoring progress of long and short term objectives within production and test lifecycle for US Navy ships.
+ Proficiency using the Microsoft Office suite including Word, Excel, and PowerPoint
+ Outstanding verbal and written communications skills.
+ Ability to perform frequent internal and external customer interface including regularly scheduled and ad hoc meetings.
+ Ocassional travel up to 10% will be required.
Additional desired experience and skills:
+ An active or current DOD Secret Clearance.
+ Experience with Naval Sea Systems Command / Program Executive Office project support and engineering change process.

In compliance with the District of Columbia’s Equal Pay for Equal Work Act, the salary range for this role is $86,539.03to $140,624.86; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
