Summary This position is located in the Unaccompanied Housing (UH) operation at. The primary function of the incumbent is to serve as a Financial Manager in support of the Unaccompanied Housing Program. Responsibilities Manage the contracting / financial management processes for the installation Unaccompanied Housing program to include: Procure quotes for contractual services Formulate Quarters Operation annual budget to include estimates for Unaccompanied Housing labor costs and routine contracts Government Purchasing Card Approving Official if directed by higher authority Negotiate options and cost for contractual services Prepare & submit the appropriate Scope of Work (SOW) Contracts administrator using the appropriate contracting vehicle Be fully involved in contract negotiations Monitor contractual execution IAW the SOW Serve as POC for vendor/FISC concerns Submit request for payment to contract adjustments Submit documentation to modify, change or terminate contracts Obtain & submit vendor installation access requests Provides Unaccompanied Housing Manager and Housing Manager monthly briefs regarding financial status, contracts status and unfunded requirements Manage purchasing of Furniture, Fixtures and Equipment to include: Maintain phased replacement plan for all buildings Prepare & submit FF&E replacement request Coordinate delivery & install of FF&E Act in the capacity of a QA inspector for FF&E if the Warehouse Supervisor is unavailable Working with the Warehouse supervisor coordinate FF&E for disposal through Defense Logistics Agency (DLA) guidance as required Manage the procurement and delivery of supplies utilizing the proper procurement processes as required to include: Working with the Warehouse Supervisor to identify goods & services required for daily operations Conduct research & obtain quotes from various vendors Prepare purchase request for approval Procure & validate supplies IAW NAVSUP guidelines Process reporting requirements IAW GPC regulations if assigned as Government Purchase Card Holder by higher authority Reconcile invoices as required Maintain required documents Transportation and other miscellaneous supply functions to include: Coordinate the maintenance and upkeep of government furnished vehicles Perform other tasks as assigned Requirements Conditions of Employment Qualifications In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. Qualifying experience must have been equivalent to the next lower level in the normal line of progression. Specialized experience must demonstrate the following: Comprehensive knowledge and experience with financial management principles and processes. Must possess skill in identifying, analyzing and resolving a range of budgetary problems such as development of alternative methods of procurement, formulation of budget estimates for installations where funding requirements may have a shortfall. Must display a high degree of skill in analytical reasoning in identifying funding deficits and the development of alternative solutions is required. Knowledge of N93 Unaccompanied Housing program as well as services and missions. Knowledge of pertinent housing regulations and policies related to N93 Housing program operations and knowledge of agency goals and objectives. Skill in compiling readily available data from prescribed sources, draft reports, supervisor direction and recognizing and correcting obvious discrepancies and data omissions. Expert skills in computer applications for administrative support functions and knowledge of a variety of common administrative software, applications, and web-based programs, to include but not limited to, Microsoft Office Suite, DON Tracker tasker system, Total Workforce Management Services (TWMS), Enterprise Military Housing (eMH), and KRONOS. Ability to identify problems, plan, research, collect, sort, and analyze information to formulate plan of action and milestones for the accomplishment of tasks. Proven ability to coordinate and manage concurrent tasks, priorities, and projects, under strict deadlines, while maintaining a high level of attention to detail. Demonstrated initiative and skill in organizing and coordinating efforts to meet complex planning needs and unanticipated requirements. Ability to work effectively as a team member or individually with various levels of management and staff. Must have excellent customer service, interpersonal skills and a high degree of tact and diplomacy with an ability to exercise judgment in all person-to-person work contacts. Must have an ability to adapt to changing working conditions and frequent interruptions involving frequent pressures of short deadlines that must be met. Skill in written and oral communication techniques sufficient to: develop/deliver briefings and correspondence; foster understanding/acceptance of findings; present arguments/ advisory opinions; and to prepare legal and case documents. You will receive credit for all qualifying experience, including volunteer and part time experience.
