Summary About the Position: The U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID), a subordinate research laboratory under the U.S. Army Medical Research and Development Command, is the lead medical biological defense research laboratory for the DOD Chemical Biological Defense Program. Responsibilities Manages the Select Agent Management and Personnel Reliability Offices and ensures compliance with all DoD, Army, Federal, State, and local regulations. Serves as the Responsible Official for communication with the CDC and provides oversight to the security, biocontainment and biosafety, and incident response of select agents and toxins per 42 CFR 73. Advises the Command on internal and external factors that have an impact on biological security and bio-risk management. Develops new concepts, policies, and procedures that are directly related to biosecurity and bio-risk management programs involving physical security, personnel security, operational security, information security. Develops new concepts, policies, and procedures that are directly related to biological personnel reliability, biological select agents and toxins (BSAT) accountability, and emergency response to BSAT. Creates, analyzes, and reviews reports and other written and oral correspondence as needed, to include Executive Summaries (EXSUMs) and command-level presentations. Communicates with Federal Select Agent Program Principal Investigators (FSAP-PIs) and their technical staff to resolve issues. Actively participates in Army, DoD and Federal policy reviews/updates involving biosecurity. Performs first and second-line supervisory and managerial duties to oversee the day-to-day operations of the Office of the Responsible Official. Requirements Conditions of Employment Qualifications USAMRIID is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DB-04 payband is equivalent to the GS-15 step 1 to GS-15 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system. Additional information about transcripts is in this document. Basic Requirement for Biosecurity Manager: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Conduct internal inspections in areas where select agents or toxins are stores for compliance with regulations; 2) Characterize and/or validate Biological Select Agents and Toxins (BSAT) status for agents and toxins stored in the activity; AND 3) Identify and address Biological Select Agents and Toxins (BSAT) program deficiencies for correction. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-03/GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Organizational Awareness Risk Management Technical Competence Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
