    The **Project Manager** coordinates and manages multiple capital projects and Life Cycle Management programs while adhering to Phillip 66’s Capital Projects Management Systems Policy. They will serve as the single point of accountability for project & program status and performance. They will also facilitate multi-disciplinary project teams to define and validate project assumptions, scope, and development plans from early FEL through commissioning and startup.

     

    **Location:** Borger, TX

    Responsibilities May Include:

    + Develop project funding documents and facilitate project funding requests with management.

    + Manage project and program resources in accordance with funding grants.

    + Conduct required project engineering activities and ensure they are implemented consistent with Phillips 66’s core values, engineering and refining standards and practices as well as applicable federal, state, and local regulations.

    + Utilize the Refinery Project Development Process and related tools to guide each project‘s / program’s development.

    + Facilitate development of detailed Project Execution Plans, including engineering, procurement, construction, and prepare-to-operate activities.

    + Develop and/or facilitate project cost estimates and schedules.

    + Lead process safety management including management of change utilizing KMS web software, hazard reviews, stakeholder management and pre-startup safety reviews.

    + Drive project safety through engineering design, project execution practices, quality assurance & quality control, construction planning and constructability reviews and field activities.

    + Collaborate across functions to define and secure environmental and other project-related permits.

    + Accountable for the development and/or evaluation of bid specifications for contract services, equipment, and materials.

    + Develop and Lead project/program relevant procurement strategies and activities by working with approved vendors and contractors.

    + Identify long lead material required to execute a project/program in a timely fashion and coordinate its delivery such that there is no delay in project’s/program’s execution.

    + Identify and manage project risks.

    + Report and forecast project cost and schedule performance throughout project life cycle.

    + Review and certify project related invoices.

    + Lead Turnaround execution specifically for the Life Cycle Management Program.

    + Complete all project closeout documentation.

    Required Qualifications:

    + Master’s degree in Engineering or related field

    + 3 years of experience in the job offered or in a Project Engineer-related occupation

     

    The **Borger Refinery** is located in Borger, Texas, in the Texas Panhandle, approximately 50 miles north of Amarillo, Texas. Refinery facilities include crude distilling, naphtha reforming, fluid catalytic cracking, alkylation, hydrodesulfurization and delayed coking units. The refinery processes primarily medium sour crude oil produced locally, and heavy sour crude oil produced in Canada, all of which are delivered by pipeline. Borger produces a high percentage of transportation fuels, as well as petroleum coke, NGLs and solvents. Refined products are distributed to customers via pipelines from the refinery to West Texas, New Mexico, Colorado and the Midcontinent region.
