KANSAS AIR NATIONAL GUARD Responsibilities As a FIRE CHIEF GS-0081-12, you will plan, organize, and oversee the activities of the Fire Protection Flight. Develop goals and objectives that integrate organization and Civil Engineering objectives. Establish, revise, or review policies, procedure, mission objectives, and organization design for the flight, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Plan work for accomplishment by subordinate units, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Provide subordinate supervisors and staff with direction and advice regarding policies, procedures, and guidelines. Review and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Balance workload and provides overall direction and vision to the subordinate unit chiefs on a wide range of fire protection, prevention, crash rescue, and administrative issues. Establish metric and analysis systems for units managed to assess efficiency, effectiveness, and compliance with regulatory procedures. Other duties as assigned. Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK" Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5 day workweek, then a 4 day workweek ( 8 nine-hour days and 1 eight-hour day and an SDO, Scheduled Day Off) to complete the 80 hour pay period. Work schedule is subject to change based on mission requirements. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Work experience or military service that demonstrated the ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrates the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training in one or more of the following areas: (1) Controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade. (2) Rescue operations. (3) Detection, reduction, or elimination of potential fire hazards. (4) Operation of fire communications equipment. (5) Controlling hazardous materials incidents. (6) Developing, implementing, or providing training in fire protection and prevention (7) Firefighting and fire prevention theory and techniques; (8) Fixed and mobile firefighting equipment operation. (9) Planning, directing, or carrying out fire protection and prevention programs and operations and/or (10) Performing emergency medical services. SUPERVISORY: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Certification Requirements: See DoD Manual 6055.06, January 22, 2020, DoD Fire and Emergency Services Certification Program (F&ESCP). The certification levels shown in Tables 1 through 3 are the minimum mandatory qualification standards for the positions indicated. Individuals must be DoD certified at these levels before being eligible to permanently fill these grades or positions. Periodic Medical Examinations: Employees in positions, involving firefighting duties or other duties involving arduous physical exertion, may be subject to periodic (e.g., annual) medical examinations following appointment to determine fitness for continued performance of the duties of the position. For those positions requiring employees to drive motorized firefighting equipment, candidates must possess and maintain a valid State motor vehicle operator's license of the appropriate classification or kind. Applicants also may be required to pass a practical road test and provide information on their driving record.
