    The mission of the Department of Corrections is to be a public safety resource for Arkansas families by providing professional management solutions and evidence-based rehabilitative initiatives for offenders.

     

    All DOC positions are designated as Safety Sensitive Positions and are subject to random drug testing pursuant to the Secretarial Directive governing Personnel Drug Testing. Medical marijuana usage, as defined in Amendment 93 of the Arkansas Constitution, prohibits Personnel in a Safety-Sensitive Position from the use of medical marijuana even if they are qualifying patient under the amendment and/or hold a registry identification card. Department Personnel are prohibited from the use or possession of a medicinal marijuana card pursuant to this policy and state law.

    Summary

    The Senior Chaplain is responsible for conducting worship services/religious instructions and for providing spiritual counseling and crisis intervention to inmates and staff personnel in correctional institutions. This position is governed by state and federal laws and agency policy.

     

    Functions

     

    Supervises a small pastoral staff by participating in interviewing and recommending applicants for hire, training employees, assigning and reviewing work, counseling staff and volunteers, and evaluating the performance of incumbents. Supervises, schedules, and coordinates religious programs, pastoral/spiritual advisor visits, worship services, seminars, workshops, and spiritual training for inmates. Counsels prisoners and staff having religious/spiritual needs or personal problems. Responds to emergency situations within the prison units which require pastoral support, including the notification of hospitalization or death of a prisoner to his/her family member(s). Visits hospitalized and segregated prisoners who require pastoral assistance. Compiles, analyzes, and reports data for review to determine the effectiveness of religious programs. Coordinates public relations activities with community, civic, and religious organizations to provide information and to solicit donations to the ministry. Conducts non-denominational worship services through religious sermons. Recruits, interviews, and selects free world religious representatives qualified to minister to inmates and orients new volunteers to agency policies and procedures. Performs other duties as assigned.

    Knowledge, Skills and Abilities

     

    Knowledge of supervisory practices and procedures. Knowledge of the principles and practices of theology and counseling. Knowledge of volunteer and community programs. Ability to offer spiritual support and counseling. Ability to plan, organize, and oversee the work of subordinate personnel. Ability to plan, develop, and conduct activities for religious training seminars. Ability to prepare and present oral and written reports. Ability to assess the effectiveness of existing religious programs and guidelines and recommend revisions.

    Minimum Qualifications

    The formal education equivalent of a bachelor's degree in counseling, theology, religious studies, or a related field; plus one year of experience in chaplaincy services and denominational endorsement. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
