    Job Description

    The New York City Comptroller’s Office works to promote the financial health, integrity, and effectiveness of New York City government, in order to strengthen trust, secure a thriving future for all New Yorkers, and build a more just, equitable, and resilient city. Led by an independently elected citywide official, the comptroller’s office provides checks and balances needed to hold City government accountable for budgeting wisely, investing responsibly, operating efficiently, acting fairly, living up to its obligations and promises, and paying attention to the long-term challenges we face together. The Bureau of Administration is committed to delivering strategic support services to strengthen and empower Office of the New York City Comptroller employees as they work toward ensuring the City's fiscal health. We provide service and support in a manner that promotes communication, transparency, and collaboration. These services include Human Resources, Procurement, Payment, Facilities Management, and Budget Management.

     

    Reporting to the Assistant Comptroller of Procurement and Finance, the core responsibilities of the Agency Chief Contracting Officer include directing and managing agency procurement functions in accordance with the New York City Charter and Procurement Policy Board Rules (PPB). These responsibilities will also include reporting and compliance activities related to procurement.

    Responsibilities include, but are not limited to, the following:

    - Lead and oversee the Procurement Operations team (10), including fostering an environment of continuous learning by coaching staff, providing constructive feedback, and creating opportunities for professional growth.

     

    - Serves as a subject matter expert regarding the Procurement Policies and Procedures Board (PPB) Rules, City Charter and other applicable laws and regulations and provides policy advice and conducts legal research.

     

    - Develop and implement training resources and materials to enhance procurement knowledge, policy understanding, and professional skill development, ensuring staff remain up to date with industry best practices.

     

    - Supervise and monitor staff performance to ensure work is processed timely and in accordance with applicable rules and regulations.

     

    - Assess compliance with Procurement Policies and Procedures Board (PPB) Rules and city contracting and procurement best practices and suggest improvements/implement changes.

     

    - Advise on the most efficient methods of procurement, assist in the development of specifications to minimize cycle times, operating costs, and ensure continuity of operations.

     

    - Oversee procurements and contracts from their inception through registration including reviewing proposals and negotiating adequate deliverables, contract drafting, identifying and facilitating the resolution of contract and procurement issues; performing amendments, renewals and re-solicitations as needed.

     

    - Reviews procurements solicitations, including but not limited to, Request for Proposals, Negotiated Acquisitions and Small Purchases and ensures that they are in compliance with Chapter 13 of the City Charter and with the rules of the Procurement Policy Board.

     

    - Continuously evaluates the procurement process and makes recommendations for improvements.

     

    - Performs other related duties and responsibilities, as assigned.

    Qualifications

    1. A baccalaureate degree from an accredited college or university and four years of full-time, satisfactory, professional experience in purchasing, procurement, contract administration or related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

    2. Education and/or experience equivalent to that described in "1" above. However, all candidates must have the eighteen months of supervisory, administrative, managerial or executive experience as described in "1" above.

    SPECIAL NOTE:

    Possession of the Certified Public Purchasing Officer (CPPO) certificate issued by the National Institute of Government Purchasing may be substituted for up to one year of the required experience described in "1" above. However, all candidates must have the eighteen months of supervisory, administrative, managerial or executive experience as described in "1" above.

    Salary Min: $130,000.00
