This opening is for the LIDS (Low, slow, small, unmanned aircraft Integrated Defense System) International and Strategy Business Manager (M4) within the Counter-Unmanned Aircraft Systems (C-UAS) portfolio, part of the SMGBAD product area and Land and Air Defense systems (LADS) strategic business unit. This role will support LIDS International programs and Counter UAS Strategic programs, initiatives, and captures (UAE Offset Project, Coyote Navy programs, Coyote Next Generation Missile and NATO Ground Based Air Defense Studies).
The LIDS International and Strategy Business Manager will lead a team to perform earned value management, RTX Lifecycle Program Management (RLPM) gate process, quarterly Estimates at Complete (EACs), funding analysis, balance sheet management, staffing analysis, business case analysis, and other financial control activities within the LIDS International and Strategic portfolio. This position is also responsible for monthly forecasting and risk & opportunity management of LIDS International & Strategic financials. They are a critical contributor to developing the operational workforce staffing plan, Annual Operating Plan (AOP), and Long Range Plan (LRP).
This position is a key member of the LIDS Leadership Team and will need to be able to work across a matrixed organization to effectively analyze and message results. The LIDS Leadership Team works out of Andover, MA, Tucson, AZ and McKinney, TX. Additionally, this role will be a key interface with Raytheon Emirates Limited (REL) in Abu Dhabi as part of the Coyote UAE Offset project.
The role of LIDS International and Strategy Business Manager offers a terrific opportunity to own the complete financial process of a group of programs spanning capture, execution, and closeout. The role provides the opportunity to increase exposure to multiple facets of not only the Counter-UAS, SMGBAD and LADS finance organization, but also Program, REL, and Functional leadership teams.
_This position is being offered in an onsite capacity and is based on the needs of the business. The preferred candidate will work onsite at the_ _Tucson, AZ_ , _Andover, MA or McKinney, TX location. Relocation assistance is not being provided._
What You Will Do
+ Serve and support the LIDS International and Strategy programs as the Business Manager, with responsibility for program controls, customer financial / funding reporting, quarterly EACs, internal financial performance reporting, financial forecast (including AOP and LRP), and workforce planning.
+ Support LIDS International and Strategy proposals and contract negotiation activities
+ Manage a team of financial analysts, including providing training, assignment, and career development opportunities for employees. Identify program finance staffing needs and facilitate hiring/ onboarding of new employees as needed. Facilitate performance development process and timecard approval.
+ Top candidates will raise the performance level of their team and provide the organizations they support with timely and thorough quantitative analysis that supports business, program, and project decision making. They will also have the ability to act as the delegate for the Counter-UAS Finance Manager and lead special projects for the SMGBAD business.
Qualifications You Must Have
+ Typically requires a Bachelor’s degree in Accounting, Finance, Business Administration, or related field & 8 years of related professional work experience; OR an Advanced degree and 5 years of related professional work experience
+ Experience with APEX/SAP Managed Programs finance module, Business Warehouse or similar system
+ Experience in program cost, schedule & control environment
+ Experience with Microsoft Office Suite (Excel, PowerPoint and/or, Word)
+ U.S. citizenship is required, as only U.S. citizens are authorized to access the financial management system due to government contractual requirements.
Qualifications We Prefer
+ Knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Generally Accepted Accounting Principles (GAAP)
+ Prior experience in Program Cost Schedule and Control, financial planning, or similar role
+ Experience with DoD contract financing and billing
+ R6Sigma / CORE Specialist or familiarity with Six Sigma / CORE processes
+ Earned Value Management System (EVMS) certification or equivalent Project Management Institute (PMI) certification
+ Ability to apply, interpret, and provide financial leadership on Raytheon Policies and Procedures
+ Self-starter highly motivated with a positive "can do" attitude
+ Excellent communication, organization and analytical skills required
+ Proficient written and verbal communication skills, as well as experience presenting to leadership and peers
+ Demonstrate ability to be proactive, creative, innovative, and use critical and strategic thinking
+ Demonstrate a sense of urgency and ability to meet multiple commitments as expected

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
