    _*This position is eligible for telework to applicants who reside in Minnesota or in a bordering state to Minnesota and live 50-miles or less from the primary/principal work location. Effective June 1, employees living within 50 miles of the office location listed above will be required to work in the office at least 50% of the time each month. For those who live 50 or more miles away, with supervisory approval and satisfactory performance are eligible to telework up to 100% of the time._

    This position oversees the development, implementation and maintenance of a comprehensive array of data/information and evaluation systems to inform and support Behavioral Health public policy and report on trends and outcomes. This position will assure conformity with Federal and State law, State legislation and policy mandates, assure all data bases are reviewed ongoing, and recommend changes to the information collected to ensure all system and information updates add organizational value to measurement, analytics, and reporting. The position provides leadership to develop, processes and communicate relevant and timely information within the division, the department, and in response to requests from outside the department.

    Responsibilities includes, but are not limited to:

    + Supervise the Information Systems Team to support a recovery-based mission by using Department of Human Services (DHS) Human Resource Management practices and concepts so that employees’ work activities are customer-driven, of high quality, and are pursuant to DHS procedural and negotiated standards.

    + Provide oversight for the planning, implementation and maintenance of the statewide information/data systems for Behavioral Health Services in MN.

    + Conduct and supervise data collection activities to inform behavioral health planning, which includes creating reports for use internally and externally to DHS.

    + Utilize fiscal expenditures to assess quality and value of services and identify gaps in the continuum of care to develop new and improve existing mental health and substance use treatment and support services for children, adults, families and other support systems.

    Minimum Qualifications

    Demonstrated leadership experience. Leadership experience can include:

     

    + Experience as a supervisor, lead worker, team lead, project lead;

    + Completion of a State of Minnesota leadership program (e.g. ELI, L4);

    + A paid/unpaid position leading a program or chairing a committee

    + (e.g. ERG) - Experience must include:

    + 1+ year of experience identifying issues, goals and strategic actions

    + 100+ hours per year time commitment

    AND

    Four (4) years of advance experience working with data systems that demonstrates:

    + Advanced level understanding of, and experience in, applying the principles of, and procedures for, database management.

    + Experience creating and modifying reports using data from a variety of systems.

    + Capable of producing a wide range of documents, technical guides, and other written products.

    + Understanding of reporting requirements; and a general understanding of rules and regulations.

    Preferred Qualifications

    + Variety of experiences working effectively with others from different backgrounds and cultures.

    + Knowledge of behavioral health program and experience managing data for program and services.

    + Experience analyzing information and initiate policy discussion that results in staff recommendations for the purpose of improving health services.

    + Understanding of the state legislative development process, budget proposals, and preparing support documents.

    + Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns for internal and external stakeholders.

    + Be able to establish and maintain effective working relations with staff members of the Department, other State agencies and public agencies and advocates.
