Summary This is a U.S. Public Health Service position within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Chief of Staff (OCoS), IHSC Office of Policy (IOP). This is a supervisory position. This position is only open to USPHS officers who are currently IHSC employees. USPHS Call to Active Duty (CAD) candidates are not eligible for this position. Responsibilities DUTIES AND RESPONSIBILITIES: Serves as policy subject matter expert and provide day-to-day, direct support of the Chief, IOP. Supervises and provides guidance to health policy administrators, policy analysts, ensuring alignment of policy development with DHS, ICE, and ERO policy development. Provides recommendations and input on IOP's strategic direction, business plan, and key performance indicators. Maintains situational awareness of factors external to IHSC with real or potential impact to IHSC operations and analyzes policy problems of national or international significance. Applies comprehensive knowledge of public health issues and programs related to detention health to assist the agency in the decision-making process. Conducts federal policy surveillance; evaluates and interprets policies; and measures features of laws and external policies impacting DHS, ICE, and ERO. Monitors DHS, ICE, and ERO policy development and represents IHSC-related perspectives, when warranted. Provides authoritative assistance, coordinates complex studies, and develops proposals leading to policy options available for IHSC leadership. Functions in a liaison capacity and represents the Chief, IOP, in agency meetings, when appropriate, to provide input on policy-related decisions. Facilitates and maintains effective working relationships with stakeholders and interested parties inside and outside the organization. Attends policy-related DHS, ICE, ERO, and IHSC trainings. Maintains clinical professional skills via continuing education opportunities and fulfills the obligations of their licensing and/or certifying body, when applicable, to maintain current clinical status. This position may be required to perform clinical activities within the scope of clinical license in times of critical needs within the agency. Other duties and responsibilities as assigned. Requirements Conditions of Employment Qualifications PHYSICAL DEMANDS: Sitting and/or standing for extended periods of time (6-8 hours). Performing repeated bending motions. Average manual dexterity for computer operation. Phone use for extended periods of time. Must be able to wear N-95 respirators as required, per CDC guidelines and IHSC policy (to prevent exposure to airborne infectious diseases). Required to perform CPR standing or kneeling. Education REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Minimum of three years of professional experience working in policy development. Knowledge and proficiency in MS Office Applications, specifically Microsoft Word, Excel, Outlook, and SharePoint. Knowledge and experience in collecting data and determining accuracy and appropriateness based on policy and processes. Knowledge of policies, procedures and requirements related to detention health and/or the provision of services for vulnerable populations. Interpersonal and administrative skills sufficient to organize and coordinate thorough, systematic, professional efforts. Skill in preparing and presenting complex technical material to specialists and non-specialists. Ability to plan, coordinate, and carry out projects independently. Ability to work effectively under the pressure of tight time-frames and rigid deadlines. The flexibility to work independently, as well as in a team-centered environment. Additional Information This is a U.S. Public Health Service position within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Chief of Staff (OCoS), IHSC Office of Policy (IOP). This is a supervisory position. The incumbent serves within the IHSC Office of Policy as a policy subject matter expert and reports directly to the Chief, IOP. The primary purpose of the Deputy Chief, IOP, is to provide day-to-day direct support of the Chief, IOP, provide guidance to health policy administrators, policy analysts, and coordinate policy initiatives with internal and external stakeholders to ensure IOP alignment with agency priorities. In Fiscal Year (FY) 2024, the ICE Health Service Corps (IHSC) administered and managed a health care system that provided direct care to over 138,000 ailens housed in 18 facilities throughout the nation, to include medical, dental, mental health care, and public health services. Oversaw health care for over 186,900 ailens housed in 129 non-IHSC-staffed facilities, totaling over 45,500 beds. SUPERVISORY CONTROLS: The incumbent reports to the Chief, IOP. The officer uses judgment in interpreting guidelines such as laws, regulations, PHS policies, and agency policies to adapt work direction for application to specific cases. The officer works within the scope of the Deputy Chief, IOP, role, keeps the supervisor informed of the status on work projects, and consults with the supervisor on any significant problems encountered.
