Duties Description Under the direction of the Associate Administrative Analyst, the incumbent will be responsible for the day-to-day oversight and required regulatory operations. The incumbent will be assigned to work out of the Gaming Commission office at the video lottery gaming facility in Finger Lakes and will be responsible for the following tasks:• Review video lottery gaming facility internal control submissions to the Commission.• Review and approve the jobs compendiums submitted by the video lottery gaming facilities to the Commission.• Maintain up to date files of facility internal control and jobs compendium documents.• Investigate possible regulatory violations and prepare regulatory violation reports to the Gaming Director.• Review the rules for big ticket prize drawings to ensure they are properly designed and adequately documented.• Observe the grand drawings for large prizes awarded at promotional events at the video facilities.• Perform audits of various functions as assigned at the video gaming facilities.• Review incident reports prepared by the Surveillance and Security departments at the video lottery facilities.• Prepare business performance reports of video gaming activities.• Perform various other tasks as assigned by the Associate Administrative Analyst.
Minimum Qualifications Permanent Qualification: Candidates must currently be a permanent Senior Administrative Analyst; OREligible List Appointment: For appointment to a two-year traineeship leading to a Senior Administrative Analyst, SG-18: Reachable for appointment from one of the following eligible lists: the Gaming Commission Public Administration Traineeship Transition Program (PATT) or current Professional Career Opportunities (PCO) ORTransfer Qualification: Candidates must be a current New York State employee eligible for transfer via Section 70.1, 52.6, or 70.4 of the Civil Service Law.Open to the Public: Minimum Qualifications for: • Administrative Analyst Trainee 1: A bachelor's or higher degree.• Administrative Analyst Trainee 2: A bachelor's degree and one year of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.• Senior Administrative Analyst 1: A bachelor's degree and two years of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.PROOF OF DEGREE IS REQUIRED WITH YOUR APPLICATION: PLEASE INCLUDE YOUR UNOFFICIAL TRANSCRIPTS, DIPLOMA, OR EDUCATION EVALUATION SHOWING YOUR DEGREE WAS AWARDED.*Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. Failure to show how you meet the minimum qualifications may result in disqualification and removal from consideration.NY HELPS:This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply and complete a probationary period.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Individuals certified eligible for the 55-b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law are encouraged to apply. To be considered, 55-b/c candidates must provide a copy of their letter of eligibility with their response and meet the NY HELPS minimum qualifications listed below.No Exam Required under NY HELPS: Generally, titles filled via transition and open-competitive minimum qualifications may be recruited for using competitive methods, including transition lists and NY HELPS concurrently. Most current and future transition eligible lists do not need to be exhausted prior to making an NY HELPS appointment. However, for any transition title with newly established open-competitive qualifications, but where only a transition exam has recently been held, the resulting transition eligible list established on or after April 24, 2024, must be exhausted prior to making NY HELPS appointments to that title. Upon the establishment of a new transition list (where an open-competitive exam for the same title was not also held), agencies will have one month after the transition list establishment to make appointments from open recruitments; at one month, the transition list must be exhausted prior to making additional NY HELPS appointments.
Additional Comments PROHIBITION AGAINST PLAYING AND WAGERINGCommission employees and family members residing in their households are prohibited from purchasing Lottery tickets or claiming Lottery prizes. Commission employees are prohibited from wagering upon any interactive fantasy sports, horse racing, commercial gaming, Indian gaming and charitable gaming activities within the State. The prohibition against any wagering upon any horse racing, Indian gaming and charitable gaming activities within the State, however, does not apply to family members of Commission employees.To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether or not the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties. Commission employees must also avoid any outside activities that could interfere or be perceived to interfere with their job duties.Pursuant to Executive Order 161, no State entity, as defined by the Executive Order, is permitted to ask, or mandate, in any form, that an applicant for employment provide his or her current compensation, or any prior compensation history, until such time as the applicant is extended a conditional offer of employment with compensation.
