Adecco is currently assisting a Large Tech Client in their search to fill a **Hybrid Technical Operations Manager** position located in Austin, TX 78704 zip code.
Shift: Monday – Friday 8am – 5pm
Pay Rate: $** **53.45/hr.
**Overall Responsibilities:** In your role, you’ll collaborate closely on cross-team initiatives, working with a cross-functional team to plan, execute, and deliver projects, including deploying new strategies to local markets and surrounding communities. The Tech Ops - OSP ENG Program Manager oversees day-to-day operations, budget and milestone tracking, and project completion related to the engineering and expansion of our OSP FTTH network. Responsibilities include high level design planning, optical design management, build sequencing, engaging with multiple jurisdictions for permit submittals/approvals and ensuring agreed upon standards are documented and followed, support construction RFI’s, and managing as-built ingestion for project turnover and acceptance.
Top 3 Daily Responsibilities:
+ Quality Management: Ensure adherence to engineering design plans, Client Fiber Standards & Spec, contract SOW’s, and municipal requirements, fostering transparent change management processes.
+ Project and Vendor Management: Manage project pipelines, budgets, scheduling, resource/activity planning, prioritization, vendor performance tracking, project dependency awareness, financial reporting, invoice approval, bill of materials, and develop/maintain the Vendor engineering schedule.
+ Communication: Clearly communicate expectations and project status to internal/external stakeholders, ensuring proper project scoping and seamless handoff for network acceptance.
Mandatory Skills/Qualifications:
+ Bachelor's degree in Construction Management, Engineering, Telecommunications or related field, or equivalent practical experience.
+ 5 years of Program/Project Management experience in large scope, capital-intensive, technical scopes of work, including vendor and resource management.
+ Experience in scheduling projects, capital tracking, reporting project status, and influencing commercial terms with contractors and vendors.
+ Experience managing telco infrastructure, FTTx operations, or OSP projects with CAD, GIS systems, and FTTH records.
+ 5 years of experience in managing large, highly complex, outside plant projects, FTTH or outside plant engineering projects.
+ Robust knowledge of inside and outside plant fiber optic network infrastructure, engineering design and construction, and the ability to work cross-functionally to manage the designs and build scalable construction, installation, and support processes.
+ Experience working with municipalities managing right-of-way and construction permitting.
+ Knowledge of Make Ready Engineering practices, including NESC, NEC, or GO-95 (CA only) clearances.
+ Experience with GIS (Geographic Information Systems), ESRI, and shapefile functionality.
+ Experience coordinating work schedules to meet intermediate and completion milestones.
+ Desired10 years of experience in managing large, highly complex, outside plant projects, FTTH or outside plant engineering projects.
+ 5 years of experience managing and leading teams of more than 5 people.
+ Contract or vendor management experience, including defining scope of work and quality control.
+ Familiarity with aerial and underground construction methods.
+ Capital budget management experience.
+ Knowledge of analyzing fiber test results and auditing projects for compliance with scopes of work.
+ Familiarity with outside plant equipment and materials.
Non-Essential Skills/Qualifications:
+ Experience in operational improvement, process/workflow development, and managing complex cross-functional projects.
+ Analytical and problem-solving skills, including conflict resolution, meeting deadlines, and prioritizing multiple high-priority projects under pressure.
