Job Summary
Works under the direct supervision of the Property Manager to maintain and assure compliance with all tax credit and housing fund regulations as well as Fair Housing Laws. Works collaboratively with the Property Management Team administering annual recertification and leasing procedures, assisting in the affordable program compliance, and helping to achieve maximum occupancy at each site. Individual should strive to create a healing environment that respects the perspectives and experiences of the individuals, families, staff and communities we serve by practicing safe, respectful communication as well as respecting individuals’ boundaries and differences.
Essential Job Functions
+ Provide assistance and expertise to Lakeview residential staff involved with financial applications and recertifications
+ Serve as information source to funding/referring agencies, families and consumers regarding eligibility issues
+ Weekly site visits
+ Interview both prospective residential and community tenants and recommend acceptance or rejection of application
+ Prepares annual recertification notices within required notice intervals
+ Process initial and recertification paperwork and follow up as necessary
+ Obtains credit report, criminal/sex offender checks, landlord verifications and other required background checks on prospective tenants
+ Prepare Tenant Income Certification paperwork
+ Compute rent calculations
+ Prepare lease paperwork, including new leases and renewals and obtain tenant signature
+ Conduct move-in and move-out inspections, assign and retrieve key and key fob
+ Prepare and serve lease violation notices
+ Maintain waitlist
+ Maintain recertification list
+ Maintain all tenant records during the occupancy period
+ Organize current and historical tenant records
+ Perform quarterly inspections with maintenance
+ Enter work orders
+ On-site rent collections
+ Provide information about our properties and programs to potential applicants by phone, e-mail or in person, conduct apartment tours
+ Ensure completeness and timeliness of move-out process
+ Enter work order for apartment turnover
+ Process abandoned property paperwork
+ Process security deposit return within policy guidelines
+ Tax credit specialist professional certification
+ Stay current will all compliance and Fair Housing Laws
+ Perform any other duties for the effective operation of the department
+ Follows all safety rules and regulations for self, residents and staff
Education and Experience
+ Associate degree in business or human services with at least two (2) years of related experience (a combination of education, training and experience will be considered). In addition, this position also requires a clean NYS driving record as outlined in Lakeview's personnel policy.
Knowledge
+ Tax Credit Specialist professional certification within one year of employment required
+ Knowledge of NYS Office of Mental Health housing programs desired
+ Knowledge of Section 42 low-income housing tax credit, HUD and similar housing programs desired
+ Knowledge of the Fair Housing Laws desired
+ Experience with Boston Post or other industry software applications desired.
+ Well versed in the use of Word, Excel and Outlook.

Must be able to work with frequent interruptions, in the absence of supervision, and always maintain a professional and welcoming demeanor.
Physical requirements/Working Conditions
General office environment: time is spent using a computer, telephone and visiting clients at residential sites or program offices.
