This position is open to the public and all current City employees covered under the City’s collective bargaining agreement with** **AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) – BARGAINING UNIT 1, 3, 4 & 5** **. Only employees in City job titles in this bargaining unit are eligible to bid.

Under general supervision, performs professional accounting work of the most complex nature, typically requiring the application of advanced accounting knowledge, and/or functions as a working supervisor over a small accounting staff while maintaining own accounts, and performs related duties as required
ESSENTIAL DUTIES:
+ Monitors the balances of assigned accounts and adjusts spending levels and fund re-allocations to ensure availability of funds to cover encumbrance and expenditure needs.
+ **Prepare and update grant financial reports summarizing expenditures to-date and maintaining funds available.**
+ **Prepare and review budget to actual reports for delegate agency spending and coordinate outreach to program division and delegate agencies.**
+ Interprets general accounting principles and financial procedures to management.
+ Assists in designing and implementing computerized accounting systems and internal controls
+ Reviews and set-ups grant/project applications and awards
+ Coordinates delegate agency grant budgets at the time of grant application submission.
+ Assist in annual Wage Survey.
+ Coordinate work with the Comptroller’s Office to load the delegate agency’s approved budget into the City’s accounting system (FMPS).
+ Assist delegate agencies in resolving issues regarding vouchers such as payment deletions, rejections, and technical assistance and training needs.
+ Collect and review Non-Federal Share and USDA reports from delegate agencies and communicate with agencies regarding review questions, if applicable.
+ Assists in leading subordinate accounting staff.
+ Assists in training subordinate accounting staff on accounting procedures and process improvement changes.
+ Functions as a liaison on accounting related issues to the Comptroller’s Office.
+ Communicates professionally with internal and external contacts.
Performs related duties as required.

Qualifications:
Graduation from an accredited college or university with a Bachelor's degree in Accounting or a directly related field with 15 semester hours in Accounting, plus three years of professional accounting experience; or an equivalent combination of education, training and experience, provided that the minimum degree requirement is met
Selection Criteria
This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral part of the interview, will be selected
Preference will be given to candidates possessing the following:
• Proficiency with accounting software, data management software and Oracle based applications
• Previous experience work with vendors
• Previous experience working with grant funding or not for profit funding
• Previous experience providing technical assistance to external partners
• Previous experience working with federal and state grant funding
