    PUBLIC RELATIONS REPRESENTATIVE III

    Department of Family and Support Services

     

    Number of Positions: 1

    Starting Salary:** **$** **73,140.00/Year

    This position is open to the public and all current City employees covered under the City’s collective bargaining agreement with** **AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) – BARGAINING UNIT 1, 3, 4 & 5** **. Only employees in City job titles in this bargaining unit are eligible to bid.

    Under general supervision, participates in and oversees the development of communication and public information materials in order to promote departmental programs and services; serves as a DFSS FOIA Officer, overseeing Freedom of Information Act (FOIA) requests; and performs related duties as required

    ESSENTIAL DUTIES:

    Departmental Communications Support

    • Prepares and oversees content creation, including graphics, for inclusion in departmental newsletters, brochures, pamphlets, and websites

    • Utilizes social media platforms and the department website to communicate department programs, events and services

    • Designs and coordinates the production of promotional materials including banners and posters

    • Oversees and provides technical assistance to staff engaged in preparing and disseminating departmental publications

    • Maintains records (e.g., calendars, photo files, contracts, emails) of public information and event-related activities

    • Manages departmental division requests for tabling resource packages, swag items, and language line translations

    FOIA Officer Responsibilities

    • Acts as a FOIA Officer for the department, managing requests for information and responding in writing to inquiries filed by citizens, journalists, community organizations and government agencies regarding DFSS programs, services, and business matters of public record, pursuant to the Illinois Freedom of Information Act (“FOIA”)

    • Tracks FOIA requests, due dates and data, sending requests for information to appropriate staff and managing deadlines

    • Researches, examines and analyzes documents to provide responsive materials in response to FOIA requests, and makes appropriate redactions of exempt information

    • Assesses whether the magnitude of information requested proves burdensome in adherence with the State of Illinois Freedom of Information guidelines

    • Crafts official FOIA responses, resolving information requests within the required timeframes and where appropriate, and requests extensions in writing when necessary

    • Attends regular FOIA meetings with the Department of Law

     

    Performs related duties as required.

    Department of Family and Support Services

    **Shift** **:** Monday-Friday

    **Hours** **:** 9:00am – 5:00pm

    THIS POSITION IS IN THE CAREER SERVICE

    Qualifications:

    Graduation from an accredited college or university with a Bachelor’s Degree in Journalism, Communications, English or a directly related field, plus three years of experience in the preparation and dissemination of public information; or an equivalent combination of education, training and experience

     

    Note: Applicants selected to interview "are strongly encouraged" to submit up to three samples of past graphic design work at the time of the interview.

     

    Selection Criteria

     

    This position requires applicants to complete an **interview which will include a written exercise and/or a skills assessment test as part of the interview. The interviewed candidate** (s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

    Preference will be given to candidates possessing the following:

    • Previous experience with graphic design

    • Previous experience with social media management

    • Previous experience with written communication to a variety of internal and external stakeholders
