THIS POSITION IS PROMOTIONAL AND IS ONLY OPEN TO CURRENT, PERMANENT EMPLOYEES OF THE LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY.
Minimum Qualifications
A bachelor’s degree in an environmental, biological, atmospheric, chemical, health, nuclear or physical science field, an engineering field, a geography/geosciences field, a natural resources field, or in a statistics or quantitative methods field plus four years of experience in an environmental program, nuclear energy or radiation protection program; Geographic Information Systems (GIS); an environmental, analytical, or research laboratory, LIMS (Lab Integrated Management Systems), or laboratory auditing; OR
A master’s degree in an environmental, biological, atmospheric, chemical, health, nuclear or physical science field, an engineering field, a geography/geosciences field, a natural resources field, or in a statistics or quantitative methods field plus three years of experience in an environmental program, nuclear energy or radiation protection program; Geographic Information Systems (GIS); an environmental, analytical, or research laboratory, LIMS (Lab Integrated Management Systems), or laboratory auditing; OR
A doctorate in an environmental, biological, atmospheric, chemical, health, nuclear or physical science field, an engineering field, a geography/geosciences field, a natural resources field, or in a statistics or quantitative methods field plus two years of experience in an environmental program, nuclear energy or radiation protection program; Geographic Information Systems (GIS); an environmental, analytical, or research laboratory, LIMS (Lab Integrated Management Systems), or laboratory auditing.

Job Duties and Other Information
Job Duties:
ENVIRONMENTAL SCIENTIST/ GENERIC OPTION:
Manages and plans the statewide activities of a major program area or of a statewide program section comprised of several functional units.
Prepares section budget requests and defends proposal before the state budget office and the legislative fiscal office.
Initiates, negotiates, and manages contractual agreements.
Represents the department at meetings with citizen groups, news media, educational forums, and the regulated community regarding complex environmental issues.
Maintains continuous liaison and coordinates activities of the section with local, state, and federal agencies.
Manages the preparation of the U. S. Environmental Protection Agency (EPA) grant application and coordinates tracking of grant output commitments.
Initiates, negotiates, and manages settlement agreements for environmental violations and problems.
Manages the preparation of enforcement documents.
Manages the coordination of regulation promulgation with other state and federal agencies.
Establishes procedures to implement division and department policies.
Coordinates and attends meetings with industry representatives and with the public to discuss permit applications, variances, exemptions, and other issues.
Assists in the administration of a division of an Office in the Department by directing the activities of more than one technical section.
Assists in the administrative and regulatory policy decisions involving the management and regulation of pollution sources, facilities or sites.
Recommends divisional policy and criteria for determining compliance with State and Federal laws and regulations.
Coordinates the preparation of the divisional comprehensive management plans.
Serves on commissions and panels.
Represents the division on inter-agency task forces dealing with special projects.
Makes decisions related to the granting of permits, variances, and exemptions.
Develops policy recommendations regarding issuance of permits.
Directs the operations of delegated federal programs.
Manages the formulation and establishment of the technical standards and necessary operating procedures and compulsory scientific testing methods which are used by DEQ staff and by the regulated community to enforce compliance with rules and regulations.
Initiates the development of innovative and alternative methodologies for the control of pollution sources.
Directs activities related to the researching, drafting, and promulgation of rules, regulations, and guidelines.
Supervises the implementation of quality control and quality assurance procedures necessary to ensure the scientifically sound and reproducible date are provided.
Performs related work as assigned.
ENVIRONMENTAL SCIENTIST/LABORATORY OPTION:
Manages and plans the statewide activities of the Water Quality Laboratory or the Air Quality Laboratory.
Manages, prioritizes, and oversees all laboratory operations involved in monitoring the regulatory compliance of water or air pollution sources including industrial, municipal and governmental facilities.
Manages, prioritizes, and oversees all laboratory operations involved in the monitoring and assessment of the quality of the ambient air or aquatic environments of the state.
Manages and oversees all laboratory operations involved in the response to environmental emergencies associated with spills or discharges of oil, toxic, or other hazardous materials that have entered, or have the potential to enter, public waterways or the ambient air and may pose imminent threat to the environment or public health.
Develops work programs and operational priorities for all sections of the Water Quality Laboratory or the Air Quality Laboratory.
Provides integration of laboratory programs and capabilities in support of the overall goals and objections of water or air pollution control.
Supervises technical personnel, provides technical guidance and assigns projects.
Interviews and selects applicants for Laboratory Supervisor positions. Approves appointments and promotions of lower level laboratory personnel as selected by Laboratory Supervisors.
Formulates technical and administrative policies, procedures, and goals, and schedules for all laboratory operations within either the Air Quality or the Water Quality Laboratory.
Develops and proposes regulations concerning proper laboratory procedures applicable to the self-monitoring programs within the regulated sector and pursuant to the requirements of the Louisiana Environmental Quality Act and the Federal Clean Water Act.
Determines and implements quality control/quality assurance procedures in accordance with state and federal law to ensure that scientifically sound and reproducible data are provided by the Division's laboratories for proper management decisions.
Analyzes program needs and allocates available resources within the Laboratory.
Determines the manpower and equipment needs of the Laboratory Section; assists the Division Administrator in the preparation of the budget for the Air Quality or the Water Quality Laboratory.
Represents the department at frequent meetings with citizen groups, professional and education forums, the news media and the regulated sector regarding complex environmental issues.
Maintains necessary liaison, and coordinates Division laboratory activities with other State, Federal and local agencies, as well as those cooperative activities between other divisions/offices within the Department of Environ mental Quality.
Provides technical testimony and serves as an expert witness at hearings and enforcement proceedings relevant to analyses and operations of the Laboratory Section.
Position-Specific Details:
This announcement will be used to fill one vacancy. This position is in the Financial Division of the Office of Management and Finance and is domiciled in East Baton Rouge Parish.
The incumbent of this position is responsible all aspects of the statewide management of the Louisiana Motor Fuels Underground Storage Tank Trust Fund (Fund) administered by the Department of Environmental Quality. The Fund, created by Act 767 of the 1988 Regular Legislative Session, provides assurance of financial responsibility for remediation of motor fuels contamination of groundwater, surface waters, and subsurface soils caused by leaks from underground storage tanks for approximately 3,800 underground storage tank owners and 11,300 underground storage tanks. This fund has activity of approximately $22 million annually of revenue and $16 million annually of reimbursement requests. Direct supervision is exercised over two (2) Environmental Project Coordinators and one (1) Environmental Scientist Staff (DCL-A). Broad supervision is received from the Accountant Administrator. The incumbent interacts with division administrators, ES managers, senior scientists, as well as many technical staff of the Underground Storage Tank Division, Enforcement Division, and staff with the Legal Division regarding sites associated with underground storage tanks. The incumbent will participate in and/or provide information for the Remediation Oversight Group (ROG) and the Substantial Compliance Committee. The incumbent will use his/her technical background to make informed decisions on eligibility determinations, site remediation, corrective action, and monitoring methods. The incumbent takes the lead in the discussion of technology used, the evaluation of new technology, and what technology will translate in savings to the Trust Fund. The incumbent will interpret and must understand underground storage tank site inspection reports, site analysis reports, site assessment reports, corrective action plans, groundwater monitoring reports, and both Federal and Louisiana environmental regulations and laws.
There is a Special Entrance Rate (SER) for this position, as follows:
Environmental Scientist Manager: $38.45 per hour or $3,075.60 biweekly
