About this Opportunity:
As the City Development Board Manager, you will administer the City Development Board (CDB) and provide support to assigned lEDA and Iowa Finance Authority (IFA) boards and committees. This is a unique role which allows you to partner with communities through municipal boundary changes, including consolidations, annexations, and establishment of new cities, while supporting programs impacting Iowans and communities with effective and efficient board administration.
Key Responsibilities
City Development Board Management:
+ Acts as liaison for cities making formal action requests of the City Development Board. Works with them to submit requests to Board.
+ Works with CDB legal counsel to ensure compliance and adherence to Iowa Code and Administrative Rules.
+ Hosts monthly City Development Board meetings and public hearings.
+ Ensures issuance of required notices and administrative requirements.
+ Consults and responds to inquiries regarding adjustments and boundary changes and other City Development Board matters, such as the incorporation or discontinuance of a city.
Board and Committee Administration:
+ Manages board operations, or serves as primary back-up, to ensure compliance with applicable rules, regulations, and laws.
+ Coordinates meetings, communicates deadlines, and handles all logistical details to ensure an effective meeting.
+ Prepares and organizes board documents, including agendas and minutes, and posts information online.

The City Development Board Manager position is a non-merit, non-contract position that is classified by the State of Iowa as an Economic Development Specialist 2 and is exempt per FLSA regulations.

Minimum Qualification Requirements
Graduation from an accredited four year college or university with major coursework in research, planning, economics, public relations, business, corporate finance, journalism, or marketing and experience equal to two years of full-time work that involved responsibility for interpreting laws, rules and regulations, and/or securing compliance with them; or compiling and evaluating statistical, historical, economic, business, financial, or technical related or program data;
OR
an equivalent combination of education and experience substituting one year of the above required experience for each year (thirty semester or equivalent hours) of the required education.
