    Summary This position is located at the Indian Health Service Headquarters in Rockville, Maryland. The position is in the Office of Management Services (OMS), Division of Grants Management. The primary function is to oversee the development, negotiation, and management of all Interagency Agreements (IAAs) and Memorandums of Understanding (MOUs) within the agency. The incumbent reports to the Director-Division of Grants Management. Responsibilities Identify potential interagency collaboration opportunities and initiate the drafting of new interagency agreements and Memorandums of Understanding (MOUs). Obligate, expend, collect or control revenue, funds or items with monetary value in excess of $50 million Lead negotiations with partnering agencies to reach mutually agreeable terms on agreements. Monitor ongoing collaborations to identify any potential issues and proactively address concerns with partner agencies. Stay informed of any updates to relevant laws, regulations, and agency policies impacting interagency collaborations. Build and maintain strong working relationships with key stakeholders across different agencies, including legal counsel, program managers, and senior leadership. The duties listed above are listed at the full performance level, GS-13. If selected at the GS-12 level, you will work in a developmental capacity leading to the full performance level. Background Investigation: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS, GS-0343-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector. Qualifying examples of specialized experience must include but is not limited to: Reviewing Interagency Agreements (IAAs) and Memorandums of Understanding (MOUs) to prepare for negotiations; Inputting data into automated systems to track existing IAAs and MOUs; AND Compiling pertinent data on existing IAAs and MOUs to prepare reports for senior management officials. MINIMUM QUALIFICATIONS, GS-0343-13: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector. Qualifying examples of specialized experience must include but is not limited to: Participating in negotiations with partnering agencies to reach mutually agreeable terms on agreements; Maintaining a comprehensive database of all active interagency agreements and Memorandums of Understanding (MOUs), tracking key details such as expiration dates, renewal terms, and compliance status; Conducting regular reviews of existing agreements to ensure continued relevance and alignment with agency priorities; AND Providing reports to senior management on the status of interagency agreements, including key performance indicators and compliance metrics. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement. Education There are no education requirements. Additional Information Additional selection(s) of candidates may be possible within 240 days from the date the certificate of eligibles was issued for this announcement. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. This position is covered by a Bargaining Unit. This position has promotion potential to the GS-13 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval. Promotion to the next higher grade level is not guaranteed and no promise of promotion is implied.
