    What is Florida PALM?

     

    The Florida PALM Project (the Project) is an enterprise project to replace the State of Florida’s legacy accounting, payroll and cash management systems, using an enterprise resource planning solution. The Department of Financial Services (DFS) is leading this statewide initiative, which impacts stakeholders and users of the State’s financial data including all State agencies.

    SPECIAL NOTES:

    Four (4) years of relevant work experience in Information Technology, particularly in the areas of legacy and service-oriented architecture integration is required. A postsecondary degree in a relevant discipline (i.e., Information Technology, Management Information Systems, Computer Science) from an accredited college or university may be used as alternative for the required work experience.

    Additional requirements:

    + Minimum three (3) years’ experience in the software development lifecycle including, technology requirements gathering, configuration, development, testing and implementation of systems.

    + Experience in technology requirements gathering, configuration, specification development, testing and implementation of systems.

    + Excellent written and verbal communication skills with the ability to effectively communicate with all employee levels and levels of management.

    + Ability to thrive in a fast-paced culture of change and innovation

    Preferences:

    + Experience working on system replacement projects and understanding of technical dependencies and required remediation efforts.

    + Participated in data conversion efforts to migrate data from a legacy system into a new system.

    + Demonstrated ability to be a self-starter; taking initiative rather than waiting for direction.

     

    This position requires a security background check, including fingerprint as a condition of employment.

     

    The salary range for this position is $65,000.00 - $90,000.00 annually.

     

    Employees of the Department of Financial Services are paid on a monthly pay cycle.

    MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:

    Knowledge of programming techniques. Knowledge of enterprise application integration concepts and technologies. Knowledge of application development techniques. Knowledge of the State of Florida IT environment and financial application systems. Knowledge of ERP architecture. Ability to communicate effectively, both verbally and written. Ability to understand and communicate technical information. Ability to develop and design data base and application systems. Ability to develop application specification and establish clear requirements. Ability to document problems, solutions and enhancements to application systems. Ability to independently create clear and relevant policies and procedures, which conform to Departmental guidelines. Ability to plan, organize and coordinate work assignments. Ability to establish and maintain effective working relationships with others.

    BRIEF DESCRIPTION OF DUTIES:

    This position assists in the execution of the Department of Financial Services’ responsibilities for the Florida PALM Project, as a member of the Technical Readiness Team. This position serves as a state subject matter expert for planning and coordinating technical readiness activities to ensure stakeholder agency business systems and processes are prepared for the transition to Florida PALM. This position deals with complex policies and procedures associated with the implementation of a financial management solution (FMS). It requires technical knowledge of FLAIR and other Florida Financial Management Information System (FFMIS) subsystems and general knowledge regarding financial management practices and procedures.

     

    This position exercises discretion and independent judgment with respect to matters of significance. This position provides consultation and expert advice to management and carries out major assignments independently. Incumbent duties include but are not limited to:

     

    + Support agency Readiness Coordinators from a technical perspective

    + Assisting agency information technology staff with understanding Florida PALM technical requirements (e.g., interfaces, connectivity, conversions, configurations, etc.)

    + Developing technical readiness materials to assist agencies with remediating their business systems in preparation for Financials Wave implementation.

    + Developing and maintaining relationships with agency Change Champion Networks (CCN)

    + Ensuring the “How Met” for requirements satisfies the needed functionality.

    + Ensuring the technical requirements satisfy the needed functionality.

    + Making decisions on design functionality and business requirements.

    + Conducting in depth analysis and documentation for system configuration and reporting.

    + Completing system configuration where assigned.

    + Leading functional reviews for design, testing and other related activities, where assigned.

    + Developing and executing test scripts to ensure system and reporting functionality meets the functional and technical requirements.

    + Assisting with user-acceptance testing sessions with state agencies and enterprise partners.

    + Assisting agencies and enterprise partners in understanding business process change impacts.

    + Assisting in training state agencies and enterprise partners.

    + Assist with data conversions, including the collection and organization of data.

    + Developing and assisting develop ad hoc queries to assist in reconciling accounts, identifying trends and other analysis as needed.

    + Identifying risk and issues, design requirements, or otherwise

    + Managing deliverables and work products to ensure compliance with the Project PMP and schedule.

    + Providing input on activities to include in the Project schedule.

    + Providing weekly updates to the Projects PMO on assigned schedule items.
