Job Announcement

Under limited direction, makes appraisals of either non-residential or difficult residential properties. Non-residential classes include rental apartments, industrial property, retail, office building, hotels, condominium office/industrial buildings, vacant land zoned for non-residential uses, service stations, fast food restaurants, nursing homes, day care centers, and other properties as directed.
Difficult residential properties classes include vacant acreage zoned residentially, improved residential properties whose value exceeds one million dollars; properties whose value is affected by hazardous materials; agricultural and forestal properties; properties having a possessor leasehold interest; assists supervising real estate appraiser with complex assignments/projects; and other properties as directed.
Illustrative Duties

+ Leads and/or plays a key role in either Residential or Commercial Valuation Modeling;
+ Leads specialized appraisal projects;
+ Manages high profile appeals and Board of Equalization cases;
+ Reviews breakdowns and approved rezoning applications for either residential or commercial property;
+ Provides documented support for trends in real estate market activity to assist in ongoing revenue forecasting;
+ Establishes capitalization rates for assigned commercial property;
+ Ensures quality assurance by reviewing work completed by lower level Appraisers;
+ Collects data for the appraisal analysis of specialized commercial and residential properties;
+ Analyzes data and applies the income approach as well as other traditional approaches in determining property value;
+ Defends assessments in the administrative appeal process and before the Board of Equalization;
+ Assists the litigation team in preparing the defense of complex assessments in Circuit Court (answering interrogatories, production of documents);
+ May serve as an expert witness in Circuit Court;
+ Responds to requests for specialized assessment information and interpretation of the appraisal process from County officials and staff, the Board of Equalization, property owners and the public;
+ Trains new Appraisers, under the direction of the Supervising Real Estate Appraiser;
+ Serves as a Team Lead for junior appraisal staff, in the absence of the Supervising Real Estate Appraiser.
Required Knowledge Skills and Abilities

+ Advanced knowledge of the principles and practices of appraising complex commercial and complex residential properties;
+ Advanced knowledge of local government tax assessment principles, policies, and procedures;
+ Ability to compute real estate values using income, market sales and cost appraisal methods;
+ Ability to read, comprehend, and interpret documents relating to land use and zoning, among others;
+ Ability to manage complex projects independently or to serve as a team leader;
+ Ability to set individual priorities, to manage time efficiently, and to exhibit sound judgment;
+ Ability to organize and summarize facts related to appeal cases;
+ Ability to communicate effectively, both orally and in writing;
+ Ability to write, proofread, edit, and rewrite documents effectively and to produce accurate documents with only limited, oversight supervision;
+ Ability to maintain effective working relationships with County officials, staff and citizens;
+ Ability to speak and to respond to questions effectively before individuals, citizen groups and public bodies;
+ Ability to make site inspections of real property.
Employment Standards
MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree; Plus five years of increasingly responsible experience in the appraisal of real estate property for tax assessment purposes.
CERTIFICATES AND LICENSES REQUIRED:
Possession of a valid motor vehicle driver's license.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driving record check to the satisfaction of the employer. This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)
PREFERRED QUALIFICATIONS:
+ Certified General Appraisal License, and/or the CAE Designation from the International Association of Assessing Officers and/or an MAI from the Appraisal Institute.
+ Real estate appraisal experience to include fee appraisal and assessment experience
+ Experience with different types of real estate valuations and data collection
+ Experience in mass appraisal for real estate assessments
+ Experience conducting macro analysis on commercial properties for tax assessments
+ Proficient with Microsoft Excel and Word
PHYSICAL REQUIREMENTS:
Ability to make field inspections and measure real property improvements. All duties performed with or without reasonable accommodations.

Panel Interview and may include a practical exercise.
