    General Information & Responsibilities

     

    The Manager for Institutional Research and Assessment is responsible for managing institutional research, data, assessment processes, and reporting systems that support evidence-based planning, accreditation, and continuous improvement across the college. This position plays a key role in fostering a culture of inquiry and data-informed decision-making in alignment with the college’s mission and strategic goals. The Manager work collaboratively with faculty and staff to manage the development and implementation of a comprehensive program of assessment of student learning for the purpose of institutional improvements in accordance with accreditation requirements and in support of institutional effectiveness. The Manager reports to the Executive Director of Planning and Institutional Effectiveness and collaborates widely with academic and administrative departments.

     

    Description of Duties

     

    Institutional Research and Data Management

     

    + Design, collect, analyze, and report institutional data to support strategic planning, student success initiatives, enrollment management, and operational decision-making.

    + Maintain and ensure the accuracy, consistency, and integrity of institutional data across internal and external reporting platforms.

    + Provides institutional leadership as the ICCB MIS Coordinator, serving as the primary authority for interpreting state and federal reporting requirements and ensuring institutional compliance. Communicates reporting obligations clearly to college stakeholders and leads training efforts to build internal capacity for accurate and timely data submission.

    + Directs the planning, preparation and submission of mandated federal and state reports including the reconciliation and validation of data (e.g., IPEDS, ICCB state reports) in collaboration with appropriate departments.

    + Develop and maintain dashboards,and other data visualization tools that clearly communicate key performance indicators and trends; making complex data more accessible and actionable, enabling campus stakeholders to make informed decisions and effectively support institutional planning and improvement efforts.

    + Conduct institutional surveys (e.g., student satisfaction, graduate follow-up, faculty and staff climate) and analyze results to inform policy and practice.

    + Provide consultation and support to faculty and staff, and grant-writing efforts, By helping refine research questions, select appropriate data collection methodologies and interpret results accurately.

    + Utilize statistical software and programming tools (e.g. SQL, reporting tables, data warehouse) to perform quantitative and qualitative analyses.

    + Conduct ongoing environmental scanning and leverage labor market analytics to guide academic program development and enhancement, ensuring alignment with emerging workforce trends, regional needs, and institutional priorities.

    + Indirectly supervises, mentors, and supports research analysts, technicians, or student assistants as assigned.

    Assessment and Accreditation Support

    + Support the development, implementation, and ongoing refinement of assessment of student learning at the course, program, general education and institutional levels ensuring alignment with college-wide academic and strategic goals.

    + Collaborate with faculty and staff to promote a culture of continuous improvement in teaching and learning, offering expert guidance in designing meaningful assessments, collecting valid data, and using results to enhance student outcomes.

    + Assist academic and administrative units conduct program review with a focus on integrating assessment results to inform decision making, curriculum enhancements and institutional planning.

    + Provide training, workshops, and resources on assessment methodologies, rubric development, and evidence-based strategies for improving student learning.

    + Leads institutional efforts to ensure compliance with regional accreditation standards by interpreting accreditation criteria and guiding cross-functional teams in the collection, analysis, and documentation of evidence.

    + Provide strategic leadership in institutional assessment, planning and effectiveness by advising senior leadership and faculty through the delivery of actionable data, research, student learning assessment and insights that inform college-wide initiatives and decision-making.

    + Promote collaboration across academic and administrative departments, facilitating integration of planning, assessment, and resource allocation processes.

    + Serve as the designee for the Executive Director of Planning and Institutional Effectiveness in their absence, providing leadership and oversight for institutional research, strategic planning, assessment, and accreditation functions to ensure continuity of operations and decision-making.

    DESCRIPTION OF OTHER DUTIES:

    + Serve as the institutional representative for internal and external stakeholders, including college committees, task forces, accreditation teams, and professional networks, articulating the college’s data-informed strategies and outcomes.

    + Stay informed of best practices, emerging trends, and policy changes in institutional research, assessment, and accreditation.

    + Operate a variety of software packages used for data management, statistical analysis, and visual display of data; learn and apply emerging technologies as necessary.

    + Perform other job-related duties as assigned.

    PRINCIPAL WORKING RELATIONSHIPS:

    + Works directly with the Executive Director of Planning and Institutional Effectiveness

    + Works collaboratively with Planning and Institutional Effectiveness (PIE) staff, faculty, Deans, Department Chairs, administrators across the College.

    + Works closely with Banner module system administrators, Registrar, Information Technology Services staff.

    + Works with state and federal regulatory agency staff for reporting of college information.

    + Works with all areas of the College to support assessment of student learning, information and knowledge sharing needs.

     

    Education & Experience

     

    (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.)

     

    + Master’s degree in education, higher education administration, institutional research statistics, or a related field Bachelor’s degree in a related field with a minimum of two (2) years of directly related experience may be considered in lieu of a Master’s degree.

    + Three (3) years of progressively responsible experience in institutional research, assessment, data analysis, or related work in a higher education setting.

    + Experience with survey design, assessment planning, and reporting methods.

    + Strong written, verbal, and interpersonal communication skills.

    + Knowledge of higher education assessment practices, continuous improvement methodologies, and accreditation standards (e.g., HLC, IPEDS).

    + Proficiency in research and analysis, including experience with both quantitative and qualitative methods, survey development, and data interpretation.

    + Experience working in a community college or open-access educational institution.

    + Experience with student information systems (e.g., Ellucian, Banner, PeopleSoft)

    + Ability to manage multiple priorities and collaborate with diverse stakeholders.
