    Summary This position is established to develop, select, coordinate, execute, monitor, and analyze a variety of agency programs, including the Maritime Security Program, the Voluntary lntermodal Sealift Agreement (VISA), and other sealift programs as assigned. Responsibilities As a Supervisory Maritime Sealift Specialist, you will: Program lead for the $318 million, 60-ship Maritime Security Program. Program lead for the Voluntary Intermodal Sealift Agreement. Perform multi-level program analyses which support a competitive U.S. merchant marine and further U.S. national security and sealift readiness. Prepare responses to complex data and information requests from members of Congress, officials of the Department of Transportation, representatives of the Department of Defense and other outside parties. Evaluate and analyze costs and financial reports associated with the Maritime Security Program. The ideal candidate has experience associated with the Maritime Security Program managing maritime operating agreements and has experience interacting with senior maritime leaders, sound public speaking skills, and advanced analytical capabilities. Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing. BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience with government stipend programs for the U.S. Merchant Marine. Experience interacting with senior maritime industry leaders, Coast Guard, and United States Transportation Command (USTRANSCOM) leaders Experience with multi-level program analyses which support a competitive U.S. merchant marine. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Organizational Awareness - Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization Analytical - Analytical work often leads to recommendations for the realignment of functional responsibilities, the expansion or contraction of key Agency functions or other equally significant changes in the future direction of the program. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
