Job Description
THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $105,854.00-$115,854.00.
The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
The New York City Administration for Children’s Services of Office of Information Technology (OIT) department has the responsibility to provide high quality, reliable, sustainable technology services, and support to meet the needs of the families and children we serve through ACS and its vendor partners and other city agencies.
The selected candidate will be responsible for performing the following duties, but not limited to:
Application Development and Design:
- Lead the development of complex applications such as Microsoft Power Apps, Microsoft Power Automate, Microsoft Power Portal, Microsoft Dynamics, Salesforce and *.Net, Java, Oracle, Web-logic, Angular, Tomcat, DevSecOps, and Microservices and associated tools, adhering to various SDLC methodologies such as Hybrid Agile
Cloud-Based Solutions:
- Design and implement applications utilizing cloud-based CRM tools such as Microsoft Dynamics and Salesforce, Docker, and Azure Kubernetes with SQL Server/Oracle backends and *.NET/C# based applications
Data Integration:
- Develop and execute data integrations and feeds from Oracle and SQL Server databases using Power Automate and/or SSIS ETL integrations
Reports Development:
- Create reports in SSRS, BI Publisher or other reporting tool.
DevOps:
- Manage source codes using version control systems such as Global Information Tracker (GIT)
- Develop, validate and deploy code using DevOps pipelines
Software Security and Usability:
- Implement Software Security Assurance tool such as Veracode for scanning and fixing vulnerabilities
- Implement ADA standards to increase applications accessibility
Documentation and Testing:
- Create detailed technical design documents and perform unit and integration testing to ensure solution quality
- Work closely with business analysts, project managers and other team members to develop and implement specifications, estimate timelines, and deliver updates
- Assist with establishing development standards and integrating industry best practices to enhance the organization’s technical framework
- Communicate technical concepts clearly to end-users and stakeholders to support solution adoption
- Perform unit and integration testing

Qualifications
1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
4. Education and/or experience which is equivalent to "1", "2", or "3" above.
