Job Description

HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:
The Office of Neighborhood Strategies (ONS) is charged with ensuring that HPD’s development and preservation efforts are guided by meaningful community engagement and coordinated with public investments in infrastructure and services, as put forth in the Mayor's Housing Plan. ONS is composed of two divisions and a cross-divisional unit reporting to the Deputy Commissioner:
- The Division of Neighborhood Development & Stabilization (ND&S) leads the agency's commitment to neighborhood planning and strategic preservation through engagement with tenants, landlords, community leaders, and neighborhood stakeholders as we work to enable strong and healthy neighborhoods anchored by affordable housing. The Senior Fair Housing Outreach Coordinator is a member of this Division.
- The Division of Planning & Predevelopment (P&P) is central to developing and managing HPD's housing production pipeline from project proposal phases through the land use review and entitlement process, to ensure that HPD's investments contribute to building strong, healthy, resilient neighborhoods in all five boroughs.
- The Strategy and Operations Unit leads special ONS initiatives and provides essential technical, planning, and policy support to staff and the Deputy Commissioner of Neighborhood Strategies.
Your Impact:
As the Senior Fair Housing Outreach Coordinator for the Equitable Neighborhood Initiatives team in the Division of Neighborhood Development and Stabilization, you will work at the intersection of public engagement, planning, and policy Our team’s work ensures that HPD investments leverage and incentivize other public and private investments to achieve broader community objectives that strengthen the social, economic, and physical health of neighborhoods. The Equitable Neighborhood Initiatives Unit and its sister team, Neighborhood Planning, partner with other HPD divisions, City and State agencies, local stakeholders, and community-based organizations to facilitate comprehensive, community-based planning processes; produce neighborhood housing plans and policies; and implement policy-related planning initiatives, including Where We Live NYC.
Your Role:
Under the direction of the Director of Equitable Neighborhood Initiatives, you will implement public outreach, engagement, policy and planning in connection with the City’s obligation to affirmatively further fair housing. In this role, you will help develop meaningful solutions that promote a more just and inclusive New York City. Alongside the team’s Fair Housing Planners and HPD’s Division of Housing Policy, you will work at the forefront of some of the most challenging affordable housing policy issues in New York City to confront discrimination, segregation, and disparities in access to housing and opportunity.
In 2020, Where We Live NYC, the City’s first comprehensive fair housing plan, identified goals and strategies to address NYC’s barriers to fair housing. Your role includes ongoing implementation of initiatives from that plan, such as the City's equity-related mapping and planning tools and Racial Equity Reports for land use applications. HPD is currently developing the 2025 fair housing plan, which will include bold new strategies you will help implement. In addition, your role will include advancing and engaging the public on initiatives associated with the city’s Fair Housing Framework outlined in Local Law 167(2023).
Your role will also support the Neighborhood Planning Unit’s portfolio as needed. Possible projects include community engagement, data analysis, and other neighborhood planning tasks associated with areawide planning efforts, like the Jewel Streets Neighborhood Plan and Request for Proposals for new affordable housing developments.
Candidates should have strong public speaking and meeting facilitation skills, experience with visual communication, and knowledge of or experience with NYC housing and land use policies. Strong written and verbal communications and project management skills are required.
Your Responsibilities:
The responsibilities for the Senior Fair Housing Outreach Coordinator include:
Project Management
- Independently develop and implement project goals, scopes of work, work plans, tracking documents and reporting for a variety of fair housing initiatives and neighborhood planning projects.
- As needed, help guide the work of junior team members and manage interns
- Serve on hiring committees
Outreach and Training
- Create and conduct trainings about affordable and fair housing issues and the City’s responsibility to affirmatively further fair housing
- Develop standardized public workshop tools that can be adapted to diverse communities
- Plan public workshops, design activities, and manage logistics
- Create clearly articulated and compelling materials, such as presentations, data visualizations, and plain-language explanations of complex policy issues for external audiences
- Independently deliver trainings
- Collaborate with other ONS units to tailor public engagement activities to their specific needs
- As needed, train colleagues to deliver trainings
Stakeholder Engagement and Other Initiatives
- Build and maintain relationships with diverse stakeholders: intra-agency and inter-agency contacts, local partners, and elected officials
- Independently convene and coordinate with internal and external partners and stakeholders
- Develop and implement an outreach strategy to reach new audiences
- Represent HPD at public events and presentations
- As necessary, support other ONS initiatives, such as area-wide affordable housing plans, the development of affordable housing on publicly owned land, and related implementation strategies

Qualifications
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
