    BRIEF POSTING DESCRIPTION:

    The P RF POLE INFRASTRUCTURE ENTERPRISE Department of the P POLE INFRASTRUCTURE ENTERPRISE Division at Hawaiian Electric Company has 1 Management vacancy available. (Role: Professional)

    JOB FUNCTION:

    Leads, organizes, and manages FCC, PUC, Gov’t contracts and other business arrangements to lease HECO infrastructure, by way of business & regulatory strategy and technical writing for the Pole Infrastructure Enterprise ("PIE") Department. The strategic development and management of HECO infrastructure leasing and government and regulatory compliance is critical to achieving corporate objectives, short-term and long-term Corporate strategic goals, operational needs, and the one company initiative. Matrix communication, leadership, sales and marketing with other HECO departments, outside stakeholders and our key telecommunication carriers is critical to this position.

    ESSENTIAL FUNCTIONS:

    + Responsible for developing PIE strategies to be consistent with Companies’ policies, Federal and Hawaii State laws, FCC and PUC rules and decisions, and to maximize stakeholder engagement and support related to pole infrastructure uses to support broadband and communication uses by 3rd parties and Companies’ grid modernization strategies and efforts. Determines potential threats or negative impacts and develops preemptive strategies.

    + Assists PIE Managers and Director, in liaison with Companies’ financial, legal and regulatory departments, leads all technical writing requirements to support rate cases, pole attachment agreements, and other matters as relates to PIE before the PUC and FCC.

    + Leads all communications with key stakeholders inside/outside of Companies in the interest of joint development of strategy, coordination of initiatives, and incorporation of political, legal, and regulatory developments and technological trends affecting PIE and PIE-related opportunities.

    + Leads all coordination, review and technical writing requirements of the Department’s comments/responses through collaborative process with Companies’ stakeholders on proposed federal and state legislation, FCC dockets and rulemaking, and agency and advisory board proposals potentially impacting the PIE.

    + Leads all negotiation, preparation, and management of 3rd Party pole infrastructure attachment agreements and the standardization of such agreements across all Companies.

    + Participates in development and tracking of PIE budget to align strategies and resources, continuously looking for ways to provide process and cost efficiencies.

    + Continuously strives to improve the operating performance, customer and employee satisfaction of assigned organization; mentor, encourage, and reinforce same amongst peers.

    + Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.

    BASIC QUALIFICATIONS:

    Knowledge Requirements

    + Working knowledge of budgeting, finance, business and project management usually acquired through college level courses or related experience highly desirable.

    + Bachelor’s degree in English, communications, publications, or a technical field and writing/editing experience in a professional writing position highly desired. A master’s degree in public policy (or the equivalent) or juris doctor degree with significant writing and/or editorial certification is highly preferred.

    + Thorough working knowledge of regulatory principles and practice, particularly as it relates to the PUC (or other regulated entities in other states) and FCC (or other Federal agencies). At least 5 years’ experience working with regulatory filings and/or contract negotiation.

    + Working knowledge of personal computers and related software applications, such as spreadsheets, word processing, PowerPoint, etc.

    Skills Requirements

    + Excellent legal, regulatory, statutory, contract comprehension skills.

    + Excellent written, oral, and presentation skills, including the ability to communicate effectively and persuasively with all levels of Companies.

    + Ability to remain flexible in a demanding work environment and adapt to rapidly changing priorities.

    + In depth analytical, organizational, conceptual and critical thinking skills to handle various projects and programs.

    + Strong interpersonal skills to influence and persuade various groups or individuals.

    Experience Requirements

    + Minimum 5 years’ experience analyzing legislation and preparing written responses

    + Minimum 5 years’ experience negotiating and preparing contracts and agreements.

    + Minimum 5 years’ experience working with and understanding administrative law as the Hawaii PUC, FCC, or similar state or Federal regulated agencies.

    + Minimum 3 years’ experience of related business experience, preferably in such occupational areas as engineering, accounting, budget and planning, contracts, regulatory affairs, or finance.

    Hiring Range: The hiring range for the Pole Infrastructure Contract & Policy Strategist [Req ID 9669] position is $107,700.00 to $139,800.00. The person selected will be placed according to his/her skills and qualifications.
