The City of Norfolk’s Department of Human Services (NDHS) provides a wide range of essential services to its citizens. These services are crucial in supporting the wellbeing of the community and ensuring that all citizens have access to the resources they need. NDHS is committed to providing such comprehensive support to its citizens. The City of Norfolk's Juvenile Detention Center is seeking a Youth Detention Specialist I.
The Norfolk Juvenile Detention Center provides a variety of programs and services to meet the needs of the youth who are detained. These services are provided in a manner that ensures public safety yet provides appropriate services to prepare the youth to re-enter the community. During their stay at the center, the youth are provided an educational program by the Norfolk Public School system. The youth have the opportunity to acquire academic credits, attain a GED , and address other educational needs.
The NJDC is seeking to hire a Youth Detention Specialist I. This employee provides supervision to juveniles on probation and works with juveniles regarding issues of accountability, responsibility, and behavioral problems. This employee promotes community activities and work projects, as well as maintains communication among parents, guardians, and probation officers.
Departmental Hiring Salary Range: $41,775- $48,041.25
Essential Functions
Essential functions include but are not limited to:
+ Maintains safety and security by supervising youth and staff, monitoring security cameras, responding to violent situations and implementing and enforcing policies and procedures.
+ Provides direct supervision of clients by observing clients' daily routine inside and outside the facility and transporting them to and from school, doctors’ appointments, court, and hospitals.
+ Participates in counseling by leading or facilitating groups, activities, and interventions.
+ Documents daily and weekly contacts by writing weekly and quarterly reports and court reports to be provided to the courts
Departmental Hiring Range: $41,775.00- $48,041.25
Education/Experience
Work requires broad knowledge in a general profession or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Additional Information & Requirements
+ Valid Driver's License required.
+ Crisis Intervention.
+ First Aid/CPR Certification within six months of hire.
Work Schedule:
+ Shifts are 6:30am – 2:30pm, 2:30pm – 10:30pm and 10:30pm – 6:30am (8 hours per shift)
+ No rotating shifts
+ 32/hours a week minimum

+ Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
+ Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
+ Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
+ Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
