    This position will serve as the Deputy Division Engineer, which will support the Division Engineer in management and oversight of all Division activities, including construction, maintenance, project development, business office, facility management, and safety program. This position performs advanced engineering calculations, provides technical engineering assistance, assists in the development of various division programs, and must be familiar with and be able to interpret all maintenance, Project Development and construction statues, policies, and procedures. This position will monitor all division wide programs and activities and will ensure each are performed within established budgetary constraints. Position will provide technical and administrative assistance, on a division wide basis, for the Division Maintenance Engineer, Project development Engineer and the Division Construction Engineer. This position will respond to inquiries from the public, DOT management, news media, etc., regarding NCDOT policies and procedures, Division projects, plans, and proposed work activities. This position is located in the Division 14 office in Sylva, NC.

     

    Knowledge, Skills and Abilities / Competencies

    + Knowledge and understanding of engineering concepts, practices and theories used in program development and experience planning, developing, designing, scheduling, tracking and completing projects, independently or with minimal supervision

    + Experience interpreting and communicating verbally and in writing details of plans, project documents, policies and procedures to convey information to consultants, department personnel, elected and appointed officials and others

    + Experience leading and maintaining positive working relationships with environmental agencies, public officials, consultants, contractors and staff, in order to find acceptable solutions to infrastructure project problems.

    + Experience supervising, motivating, counseling, and training other engineers and technicians

    + Customer service and communication experience with the general public, local government officials, and NCDOT employees, including public meetings and field reviews

    + Experience supervising permanent employees, contractors and/or consultants.

    Additional Expectations:

    This position requires the ability to independently perform engineering analyses and prepare technical, statistical, and managerial reports. The employee must have the ability to communicate well both orally and in written form. The position requires the ability to maintain multiple projects and complete difficult assignments within specified time requirements. The employee directs the work of other engineers; apply engineering principles to difficult or complex engineering problems; and make sound recommendations and decisions. Professional Engineer by the North Carolina State Board of Registration for Professional Engineers and Land Surveyors is management preferred.

     

    Minimum Education and Experience Requirements

    Bachelor’s degree in engineering from an appropriately accredited institution and a minimum of five years progressive engineering experience including two years of supervisory experience; or an equivalent combination of education and experience.

     

    Necessary Special Qualifications May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors May require certification as a Project Management Professional (PMP) from the Project Management Institute
