    Summary Statement

    The City of Boise's Information Technology (IT) team is seeking an experienced and mission-driven Senior Information Security Systems Analyst to lead the design, implementation, and oversight of secure and compliant cybersecurity systems. This role is critical in safeguarding sensitive citizen and agency data, supporting secure digital services, and ensuring adherence to government security standards and regulations. Working under limited supervision, the analyst will provide expert-level support for existing applications, integrations, and infrastructure, while playing a key role in the deployment of modern Identity Management Solutions. The ideal candidate will have proven experience with Customer Identity and Access Management (CIAM) platforms, such as Okta/Auth0, SAP CIAM (formerly Gigya), or Microsoft AD for customers/B2C, and a strong commitment to protecting public trust through secure technology practices.

    Essential Functions

    Handles complex issues and problems and refers only the most complex issues to higher-level staff. Is capable of performing all duties of a level II, and provides leadership, coaching, and/or mentoring to a subordinate group, as needed.

     

    Assists in creating the system design and functional specifications for all new cybersecurity development projects. Prepares costs/benefits analysis and feasibility studies of system upgrades or new implementations. Devises ways to add new functionality to existing systems. Serves as a liaison and facilitator between all business units to address and resolve system issues. Provides assistance and advice to business users in effectively using applications and information technology.

     

    Coordinates day-to-day work, delegates tasks and sets deadlines for the assigned team; provides guidance, direction and support for training and reviews work; ensures effective collaboration with other teams; and listens to team members’ input, provides feedback and resolves any issues or conflicts.

     

    Designs, implements and oversees the installation and configuration of new cybersecurity systems. Analyzes specifications and instructions to develop appropriate systems and programs. Ensures applications meet business systems issues. Designs effective information technology solutions.

     

    Provides technical expertise and recommends new Information Technology (IT) cybersecurity software projects and initiatives to support and enhance existing systems. Identifies opportunities that will improve the efficiency of business processes. Coordinates application development for multiple projects.

     

    Identifies modifications needed in existing applications. Analyzes data, identifies data integrity issues with existing and proposed systems and implements solutions. Contributes to planning application/infrastructure lifecycle releases and configuration changes for assigned applications. Manages the life cycle of assigned software. Performs application monitoring and performs or coordinates performance tuning and testing for assigned applications.

     

    Creates and maintains technical documentation. Evaluates, installs, configures and deploys new applications, systems software, products and/or enhancements to existing applications. Contributes to the pre-testing phase of development by evaluating proposals in order to identify potential problem areas and make the appropriate recommendations.

     

    Researches technical bulletins and white papers regarding security, performance and coding practices. Stays informed on vendor releases and emerging solutions relevant to the application space supported.

    Requirements

    Required Knowledge, Experience, And Training

     

    Bachelor’s degree in computer science, information technology, cybersecurity, or a closely related field and six years of experience in current application development and support, database management and systems analysis/development focused on the area of Identity Management Solutions, or an equivalent combination of education and/or experience.

     

    Knowledge of: principals and concepts of business process and software design; relational and distributed database design and implementation; software development methodologies and life cycles; current trends in managing identity and access, privacy regulations, laws, and methods for enabling single sign-on across multiple platforms including multi-factor and passwordless technologies; disaster planning and recovery techniques; server and service monitoring; computer usage including related software; and Microsoft Visio, Microsoft SQL Management Studio.

     

    Ability to: establish and maintain effective working relationships with management, staff, contractors and vendors; collaborate across cybersecurity, infrastructure, business and application development teams; produce written documents with clearly organized thoughts; establish priorities to meet objectives; communicate effectively in the English language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation.

     

    Individuals must be capable of operating vehicles safely and have an acceptable driving record.

     

    Preferred Knowledge, Experience, And Training

     

    Master's degree in computer science, information technology, cybersecurity, MBA or a closely related field, and eight years of progressively responsible information systems experience.

     

    Work experience with Identity Management Solutions with specific experience with Customer Identity and Access Management (CIAM) solutions like Okta/AuthO, SAP CIAM (formerly Gigya), Microsoft AD for customers/B2C, or other relevant platforms.

     

    Work experience in a governmental setting or public agency.

     

    CISSP or other advanced security-related certifications.

     

    Knowledge of: formal business analysis; project management; development of applications and components targeted for web, windows desktops and/ or handheld devices; and programming with ASP.Net, C#, Java or Visual Basic, CSS, JSON/XML, SOAP and XHTML.

     

    Licensing And Other Requirements

     

    Valid state-issued driver's license.

    City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation

    Transportation Security Administration background check (SIDA)
