    Description

    ICF's Disaster Management (DM) Division seeks a fully developed **Senior Mitigation and Resilience Analyst** to support our growing portfolio of nationwide hazard mitigation planning, federal grant assistance and floodplain management projects. The DM Division supports U.S. federal agencies; state, local, tribal and territorial (SLTT) governments; and non-governmental partners to design and implement plans, policies, and programs that promote local pre-disaster mitigation action and support long-term housing, economic and infrastructure recovery post-disaster.

     

    Our primary clients are SLTT governments administering **U.S. Housing and Urban Development (HUD)** and **Federal Emergency Management Agency (FEMA)** disaster recovery and hazard mitigation programs, and we are swiftly expanding to cover funds appropriated through the Inflation Reduction Act (IRA) and Infrastructure Investment and Jobs Act (IIJA).

     

    Hiring for this role is contingent upon the successful award of a contract and will only be filled if the contract is secured. This position will have multi-faceted responsibilities related to project technical delivery and client engagement. A successful candidate will be equipped to lead the day-to-day delivery of assigned tasks, including but not limited to FEMA 406 and Hazard Mitigation Assistance program design, mitigation policy analysis and policy development, grant writing, and grant management. ICF seeks a team-oriented self-starter that will work proactively alongside colleagues, clients, and other contractors as directed to deliver quality products and services. This position will interface directly with clients upon arrival.

     

    This position is remote-based with strong location preference for **Lee County, Florida.** The ideal candidate must be able to travel up to 20% domestically as needed based on current and prospective clients.     Key Responsibilities

    + Lead small teams to conduct open-source policy research, document reviews and data analysis to support local hazard mitigation planning and grant application development.

    + Scope and manage hazard mitigation grants in accordance with FEMA 406 and Hazard Mitigation Assistance policy requirements, guidelines, and best practices.

    + Support technical leads with developing hazard mitigation and long-term recovery and resilience strategies, including grant funding roadmaps for project implementation.

    + Develop first drafts of written products (e.g., grant applications, grant funding strategies, checklists, reports, etc.) and tools (e.g., dashboards, etc.) to support the design and implementation of client projects.

    + Develop agendas and deliver presentations to clients and other contractors to support project implementation activities.

    + Support project managers with deliverable reviews and budget and schedule tracking for deliverable submission.

    + Assist with business development activities, including proposal writing, white papers, opinion pieces, and other marketing support.

    Minimum Qualifications

    + Bachelor’s degree in Planning, Public and/or Environmental Justice or Policy, Economics, or similar field

    + **5+ years’ experience conducting research, analyzing FEMA data and policies, and developing products such as state and/or local policies, hazard mitigation plans, standard operating procedures, and grant applications**

    + **5+ years’ experience writing and managing FEMA hazard mitigation grants, including 406 and Hazard Mitigation Assistance programs**

    Preferred Qualifications

    + Master’s degree in Planning, Public and/or Environmental Policy, Economics, or similar field

    + Experience with FEMA Hazard Mitigation Assistance (e.g. HMGP, FMA, BRIC) programs, including experience using the FEMA BCA Toolkit

    + Grant writing and grant management experience for complex infrastructure projects or housing programs, including acquisition/demolition and elevation projects

    + Experience managing client and project manager expectations, including coordinating with federal and state funding agencies

    + Experience with Geographic Information Systems (GIS) and FEMA’s Hazus Program

    + ASFPM Certified Floodplain Manager (CFM)

    Professional Skills

    + Excellent time management capabilities, including the ability to prioritize and balance workload across multiple projects with short-term deadlines

    + Experience working directly with clients and senior project leads to define expectations and conduct interim reviews of work products

    + Pays close attention to detail and maintains well-organized notes and project files

    + Team-oriented professional who proactively engages other team members to ensure quality of delivery

    + Able to provide constructive feedback to team members to improve quality of work products

    + Able to formulate creative and strategic approaches to solve problems

    + Excellent written and verbal communication skills

    + Values and demonstrates integrity and ethical behavior in all things

    + Proficient with Microsoft Office (Word, Excel, Outlook, and PowerPoint)

    **Pay Range** - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

    The pay range for this position based on full-time employment is:

    $73,722.00 - $125,327.00
