About the position
Job Appointment: Full time
Work Schedule: 40 hours a week
Work Location: Water Interstate Facility, 664 N. Interstate Ave, Portland, OR 97227. Beginning April 2025 all manager and supervisor positions will be expected to report to their worksites full time. Alternate schedules may be available, but the typical work schedule is Monday through Friday, with occasional after-hours work required to support critical projects or address system issues. Remote workdays remain an option, to accommodate travel, or occasionally focus on major work projects.

The Portland Water Bureau is seeking a Billing Supervisor to join the Customer Service Team.
The Billing Department Supervisor manages a team of Customer Accounts Specialists within the Customer Service Division of the Water Bureau. The team focuses on accurate and timely billing of utility fees totaling over $400 million annually, including water, sewer, and stormwater charges. A key member of the Customer Service Leadership team, you will partner with groups of meter readers, customer contact agents, field inspectors, meter technicians, financial assistance coordinators, collections coordinators, and technical analysts to ensure our customers receive excellent service.
In addition to the management of daily tasks in the Billing group, you will work on some exciting new projects and transformative changes in the years ahead while helping the Billing team adapt to new technology and ways of getting their work done. We’re looking ahead towards projects that include a new customer engagement portal that will streamline the ways customers interact with us, automated metering that will provide metered data more frequently, a redesign of our bill, and eventually a path towards monthly billing.
As a Billing Department Supervisor, you will:
+ Provide leadership, plan, organize, direct and evaluate the performance of assigned staff.
+ Assess the effectiveness and appropriateness of account handling, enforce and implement proper controls to ensure accurate and timely billing, develop and implement corrective actions as necessary.
+ Develop and implement new policies, procedures and processes for the workgroup that leverages new technology projects that bring change and opportunity for efficiency and enhanced service to our customers.
+ Collaborate with other Customer Service leaders to assess organizational effectiveness and develop changes that align with budgetary and service-related goals.
+ Balance and assign work tasks for the Billing team that include completion of routine daily work as well as participation in tasks for emerging projects.
+ Train and coach staff.
